It's out of control in a lot of places. I'm an ex-NYer, and they are beyond bananas in the great lakes and western counties. NY still hadn't created any mitigation plan, nor added them to the uncontrolled list of pesting species when I left 5 years ago. The Farmers themselves were permitted to target them. Only if they were actively caught foraging, and they had to turn them in to DEC upon felling. If DEC makes an adverse determination regarding whether the shoot was legal it was a rigamarole. It's out of control in a lot of places. I'm an ex-NYer, and they are beyond bananas in the great lakes and western counties. NY still hadn't created any mitigation plan, nor added them to the uncontrolled list of pesting species when I left 5 years ago. The Farmers themselves were permitted to target them. Only if they were actively caught foraging, and they had to turn them in to DEC upon felling. If DEC makes an adverse determination regarding whether the shoot was legal it was a rigamarole. E: typo - _firagibg > foraging_
