Same when I lived in Ireland. However, they needed two bills to prove my address. First was easy. I got a document from my employer stating that they’d sent post to me (they never had). Second was harder. In the end a went to the video store, rented a dvd and then I didn’t return it on time. A week later I got an angry letter telling me to pay extra for the rubbish film I rented, and I took that to the bank.

Lucky you. It wouldn't work in France. You really need a bill (electricity, water, gas...) or a rent receipt. Phone bills are not always accepted. The administration in France is a pain in the ass...

Pour être expatriée depuis 3 ans et demi, le système est bien plus généreux sur certains points en France (déclaration de revenu pré-rempli, congés payés de 5 semaines, etc.). Le système Français peut être parfois bordélique, long et fastidieux mais il reste moins complexe que d'autres.

When I was in France filing a tax return was easy and didn't take long. In Canada it takes the whole day with several tantrums...so many people pay an accountant to have it done. Fortunately now there are cheap and easy to use software. So it's not always better elsewhere in everything.

it's correct, though. in translation, we have a thing called "localization". you just don't translate it word by word, but also, you need to adapt the text to how the speakers of the target language would say it. for example: « l'avenir appartient à ceux qui se lèvent tôt » does not translate to as "the future belongs to those who wake up early." if you do that, you sound like a philosopher. normal english speakers would say "the early bird catches the worm." basically, localization is translation THROUGH cultures, and not just through languages. "kidney" makes sense in english because there is an idiom "to sell one's kidney" to mean buying something that's ridiculously expensive. "Selling one's kidney" often appears online as jokes where people would draw fake wounds near their stomach while holding a box of a newly-released iphone, jokingly implying that they sold their kidney for that. kidney is one of the body parts that one can live only having one. in paul's agony, it would feel like it's easier for him to "offer his kidney" rather than go on the loop of bureaucratic works. sure, "rib" sounds more appropriate because it sounds like the french acronym for "relevé d'identité bancaire", but no one says "to sell/offer one's rib" in english. we use "kidney" for such body parts in english

Just for people asking themselves this very question: yes it is possible to solve this classic french Catch-22. You can use a copy of your lease agreement, a rent bill, or a "statement on oath" (déclaration sur l'honneur) from your land owner that you live in their property (but they have to give an ID and a proof they own the place). In the end it can be any piece of official paper that links you to your mail address. Basically, banks do not want the state to go after them for opening "phantom accounts".

Can't you also just get it from your city hall since you're supposed to be registered at this address with them? I don't live in France, I live in Belgium and since I'm Belgian my proof of residence is already on my ID card so I didn't ran into this issue

about the "statement on oath" there's an easy trick if you're just arriving here; ask one of your friend who's settled to write you a statement where he'll say that he's hosting you for free (no need for him to be the owner of the place) then use HIS official papers (ID of course and EDF bills, lease...anything that proves HE lives where he says he's hosting you), once your account is open go back to the bank and change your address; Paul here could have done that with his wife

Yeah that's interesting how in Belgium, anytime you move, you'll get a police officer to randomly come to your place to check if you actually live there and then you can get your id chip officially updated. I must say that it sounds a waaaay easier than what it seems to be like in France 🤣. It actually took me a while to understand what a rib was. It's like checks... I couldn't believe they were still in use and sometimes even required! I don't know if it's still currently the case though.

Precious information for people comming in France : There are three types of "justificatif de domicile" : the energy bill (EDF/GDF or Veolia), the taxe bill (les impôts) and the rent bill (la quitance de loyer). For not very important things, the internet bill can work too. BUT it need ti have your name on it. If not, ask the person that have their name on it to write and sign a statement on oath (une déclaration sur l'honneur) for you and to give you a copy of their ID. Usually it's enough. Tough, it would not hurt, to add some copies of the "livret de famille" to prove that you are related (by blood or mariage) the person with their name on the bills ! A lot of paper for something small but knowing the information can save time o/

you can scam things by using different addresses as yours. eBay accts, for instance. It never used to be a concern - but now, on ebay, your address must match you banking address, or it's no-go. But if you have blagged a fake banking address? You can blag an ebay acct.

Who just need to ask the person you live with or your landlord to write you a declaration of honor stating your a living here followed by the proof they live in/own the place and a copy of their ID. It's sound fastidious but it is easy!

I felt like in the film Brazil 😂 In the end, I got out of this mess by going to a bank where I already had an account in another country. For that bank, each country / branch is independent. But knowing I was already with them allowed them to be more flexible with me.

Magnifique ! C'est exactement ce que j'ai vécu en arrivant en France de Belgique. Et ça, c'est sans compter les démarches pour la carte vitale, l'internet, etc. Ca fait 3 ans que j'utilise essentiellement mon RIB belge et je reçois encore des courriers d'Ameli tous les 3 mois pour que j'ouvre un compte bancaire français... J'ai finalement cédé après 2 ans... J'ai l'impression que la France au niveau administratif est encore 40 ans en arrière, c'est abusé.

I had the same problem when I moved to UK, bank asking for an address and estate agency asking for a bank account to rent something. Plus the reference check with my previous landlord who was in France and didn't speak English, employer asking for NIN which I couldn't get before I have an address either. Moving to a different country is such a pain and full of nonsense like that it's crazy.

Same happened to me. We tried to bring our lease agreement to the bank, but since we printed it ourselves it wasn't " the original ". But we signed it digitally with docusign... :/ so there's was no original, and we didn't have any invoice with our adress on it yet. We had to find another bank :D what a nightmare. And a few years later moving back to France and another kind of nightmare started having to ask them to change our adress to another country xD

I got an Airbnb for my first month there so I could get my NIN and other stuff in order before properly renting something. As for the bank account the best thing is to open a Revolut one or similar from your home country, it's multicurrency and supports local payment facilities in almost all countries so you can open one in the EU and still get a UK Acount Number and Sort Code ready in advance

I had the same problem when moving to Germany. The university wanted my insurance info to register me as a student, the insurance company wanted my address, and any future landlords were going to want proof that I was registered as a student. On top of that, the same thing happened to my mom's colleague when moving to Denmark: she needed a social security number to receive her contract, an address to receive a social security number, and a contract for any landlords to accept her as a tenant. Oh, and now that I think about it: same fucking problem when I moved to the Netherlands. I needed a social security number to get registered at my address and an address to get a social security number. I only managed to work that one out because my landlord was the good kind of sketchy. I like living in Europe but I'm pretty sure European public administrators have read, and collectively misinterpreted, The Process.

Well as an expat in the Netherland it is easy peasy, you get an adress, you ask for your social number and then you go the city hall to get registrated....if you get that in the right order its not complicated

Open an account with an online bank, like Nickel. They don't need you to have a RIB. You'll get it opened within a week. And then use that RIB for whatever else you want to open.

Hahaha, this is so true. As a French, I experimented it the other way around : I went to live in New Zealand for a couple of years and it took, what, 1 hour to open a bank account there. And the website of the bank was great, and the app too, everything was smooth and simple (whereas in France the website smells like 2001, the app is terrible and opening an account is a pain in the arse). I was amazed. It just reinforced my feeling of anger towards this French bureaucracy that I have had to endure all this time. It is soooo stupidly complex. It's almost like it's made on purpose to make people go nuts or depressed (that's my theory haha). Maybe that's why we're leaders in the sales of antidepressants. It definitely plays a role in it ^^

My theory is that French banks create more hurdles and a ridiculously complicated process to make the customers rely on them, and to justify their job or their high salaries. If the process was simplified, the banks wouldn't need as many employees or to pay them as much. Or, easier, more customer friendly banks could pop up, and compete with them. To stop that, the banks and govt make laws to fuck the customers and corner their banking market. It's crazy, and i would even say xenophobic/bigoted against foreigners.

I went to Paris last year, and I had to create a bank account. It wasn’t that hard tbh, but perhaps it’s because I’m an exchange student. The bank itself though, had the worst bank service I have ever seen which made me closed the account furiously when I left..

Yeah, I'm agree about that...some things are stupid in french banks....even if I'm agree with a part of philosophy which is more french than bank: less debts or debt creators services. But I'm agree : for example, even if you have webservice, some banks are so complicated you have to go to office...or make some absurd mistakes...

I had to go to another UE country some day, but my id card was out of date. So I went to my (French) city hall in order to update it, but they literally said "no, sorry, we can't update it, it's NOT ENOUGH out-of-date. _ Wh- what ? But it's officially not valid. _ Not for French administration. It's permitted to be 5 years out-of-date, so we have instructions to wait for the last of these 5 years before updating it. _ ^^' .... O-ok" I checked on Internet, and the country where I wanted to go needs a valid id card, they very surprisingly don't accept this "5 years expired"-typically-French rule. So I called the city hall to tell them that, and to ask how I can eventually go to this country, while it's supposed to be easy to travel between 2 European countries. "Well you can ask for a passport. _ You mean BUY a passport. It's quite expensive for a non logical (and most probably unique) need. I'd prefer not. _ Then let me tell you unofficially that several people have "forgotten" their id card in their washing machine, so that it's so damaged that we MUST make it again. _ Oh, I see. And I suppose these "accidents" came in at a very appropriate time for them ? Like they really needed an update too ? _ Exactly. Beware, the card must be torn apart for more than a half, to be sure. _ I don't know why, but I'll be sure to remember that. And I thank you "unofficially". Have a good day _ Hihi ^^ You too"

As a French who just got a new ID right after the previous one came out of date, that person (apparently I need to be more precise: I am talking about the person in the office, no the one asking for a new ID) invented the "your ID needs to be for 5 years before we can make you a new one" rule. None of the people I know had to wait that long but what is true is that in some cities it can take *months* to get an appointment and *months* for the new ID to arrive; the same goes for passports.

You shouldn't suppose others are liars without thinking twice. Quick judgements are rarely good, you know. Now what YOU say is incomplete. It can take months NOW... because of the covid situation. That's why they're late in many city halls (and they say they're actually trying hard to reduce the backlog). But that's not the case in general for ID cards, in France they replace them quite quickly (in a week or two if I remember well). For passports I don't know what was the delay before covid.

But maybe that person told you that because even if your ID came out of date you can still use it on the French territory as long as the picture and you look alike. And you say that what I say is incomplete, but it's not really; in some cities, the delay could be long way before the covid situation started... even for IDs.

Ah ah ! As a French citizen starting to work in the US, I remember going through similar levels of frustration, when the bank asked about my credit score to open a bank account with credit card, and I was unable to provide it to them because I had never, ever built my credit score in the US for the simple reason that I had never lived there so far. :-) (eventually the bank got, err, reasonnable? and provided me with an interesting "credit" card: if I gave them $1,000, they'd give me a $1,000 worth "credit" card... guess it was a bit weird doing a credit to myself!) Anyway, thanks for the video, I had fun watching it! :-)

couldn't they have used your bank reports/statements, seen if you've been accepted for loans/credit cards before, and then message the bank you used before to get more of an understanding of you, to create a credit score, or would that be too much work for them on Typical US style?

@@kawaiilotus Probably not - this was my first job, so I had never had to apply for a loan before (things such as non-crappy cars and houses came in the picture later in my life 😀 ), and most French "credit" cards are really more debit cards (though real credit cards are getting more traction nowadays, I believe). Student loans are not very common in France either, and I never had one. Guess they could have been more trusting of me, but I suppose banks are not really happy to take risks with people they don't know! 😉

Oui aux usa souvent quand une personne n'a pas d'historique de crédit, la meilleure façon est de prendre une carte qu'on charge avec des fonds "collatéraux" avec valeur nominale de 500 à 1000 dollars. Puis après plusieurs mois en utilisant cette méthode, on pourra monter en grade et demander une vraie carte de crédit :) une autre astuce si on a des amis est de leur demander de nous ajouter comme co-titulaire (et non pas utilisateur autorisé). Comme ça, le co-titulaire bénéficie du même historique que titulaire. Les offres de carte de crédit vont alors tomber du ciel instantanément comme par magie. bonne chance et bonne continuation !

Hahaha the joys of settling in a new country! Tbh, it's the pretty much the same the other way round! I'm a French student in the UK. Since I'm a teacher I need a DBS Clearance Check kind of thing. I had to prove my UK address in order to get this check. A tenancy agreement was not valid. I had to open a bank account because I needed a bank statement. Fine, I'll do that. I try to open a bank account online, and you usually have to provide a phone number to do that right? ALL the banks only accepted British mobile phone numbers! And then there's me, I've been in the UK for 10 days so I haven't thought of getting a British phone number yet. Well I had to get it if I wanted to open my bank account, to then get my DBS Check! It took me a good three weeks to have all this paperwork sorted!

On why you need to prove that you live where you live to open a bank account in France : it is mostly to avoid ghost accounts, used for money laundering, for example. And also because some people living in France but coming from "some other continent" in the south think they can abuse the system, and will try everything to do so. My mother used to work for a short time at a bank desk, and she remembers this one woman coming to get a bank account open. No problem so far. But at the end of the process, she goes, "Perfect, can I have my 100€ now, please ?" "What do you mean ?" "Well, I am allowed 100€ of "découvert" and I want them now." My mother had to explain to her that it didn't work that way. The woman was baffled and insisted she get her "due money". It didn't go very far after that. I had a similar experience of moving to Switzerland as a student while already been approved to stay working for the company I was working for. For the new job contract I needed a bank account, for the bank account I needed a so called "foreigner ID" that proves I Iive in Switzerland, to get the foreigner ID I needed a job contract.... It's fun

Had the same experience in London in 1993, I managed to get a job as a pharmacist in London ( at the time, it was easy for French people to work in Britain) and a room in someone’s flat but it took me three months to open a bank account so I worked for 3 months and they couldn’t pay me! It was an interesting experience, because, in France, when you have a job, they say: « votre argent m’intéresse », but, in London, they seemed to think that I wasn’t worthy of leaving my money with them…. At the same time, in France, a friend easily opened an account with no known income and an EDF bill… The notion of reference is puzzling too…All you need is a letter from a friend saying they know you and you’re trustworthy, but they never seem to check who this friend is…

This is a problem in the USA also. But we accept electronic bills as long as the name and address are on there. Also, any official documents mailed to you that would have passed some measure of scrutiny. Such as a paystub mailed to you from a workplace that requires background checks, a voting card with name and address, or a copy of your lease with name and address/the official deed to the home. Any of these should work.

It reminded me when I arrived in Japan and needed to open a BA and get a phone. The cellphone company needed a BA and the bank needed a phone number...damn. I opened the BA using my friend phone number, then got a phone myself, then changed the phone number registered with my BA, voilà!

Try opening a bank account in China as a foreigner and you will feel opening one in France is fairly easy. And write down your online banking password somewhere because if you loose it you will need to go to the actual branch where you opened your account with your passport to be able to change it.

well, these are common regulations across Europe for non-citizens to open bank accounts. It is the same in UK, you should have a proof of address (bills, bank statements, etc) for the last 3 months. So it is no wonder.

With the difference that when I told the bank that I need a bank account to open an electricity account so I am stuck, they told me they have a solution : send me a letter that I have to bring back as proof of domicile. The fun thing is... first thing I do after getting my bank account : change all communications to email...

Similar in Germany: if you´re e.g. from India (no EU country), you need a permission to stay here. To get that, you need a job contract. But guess what? You won´t get the job without a stay permission. So German and French bureaucracy isn´t that different.

Same same en Angleterre, 2 mois pour ouvrir un compte en banque. Besoin d'un justificatif de domicile sauf que pas de facture en Angleterre puisque pas de compte en livres sterling. Il faut attendre le papier du Council mais il arrive avec une faute dans le nom donc pas valide. Et c'est reparti pour un tour. Aujourd'hui on ne peut pas cloturer ce compte commun parce qu'on n'habite plus sur place, on ne vit plus ensemble et ça ne peut pas être fait via internet. Top

I mean, I'm not sure you need it to open a bank account, but in Québec (and Paul has lived here!) you do need a proof of residence every now and then, mostly for government stuff, and the documents you need for it are roughly the same as the ones in France: rent/lease agreement/mortgage-related papers in your name at that address, official government correspondence addressed to you at that address, etc. It can be a bit of a pain in the ass when it happens, and it does feel needlessly difficult to prove that you live where you live, but it's not typically all that bad of a catch-22 (but to be fair, like all bureaucracy, I'm sure someone has gotten caught in an actual, completely stupid catch-22 that unduly penalizes them. Generally, if you live somewhere, you WILL have some government-accepted proof that you live there, it's just probably not something you were keeping around just waiting to show some bureaucrat.

Living in Canada but having French nationality too, I couldn't pay for prepaid cellphone card in France during vacations: prepaid without contract and without obligations comes in fact with a contract and lot of obligations. First you need a French bank account (and RIB number), for that you need to live in France for which you need a French bank account and a paying job in France, and for a paying job in France you need to live in France. Kafka, help! So I paid lot for the roaming in France that summer, using my Canadian phone number, while being French!!!

je suis femme au foyer et j'ai donc pas de salaire. Pour faire refaire des papiers d'identité c'est la galère car toutes les factures sont au nom de mon mari, excepté la facture de téléphone portable qui est nominative. Il faut savoir qu'en France la facture de téléphone portable n'est pas prise en compte par les services administratifs: je reçois ma facture chez moi mais rien ne prouve que j'y habite !?! (et si on pousse la réflexion, on pourrait avoir le même raisonnement avec les autres factures qui servent de justificatif: internet, eau et électricité). Mon mari doit donc signer une déclaration sur l'honneur comme quoi je vis bien chez lui (chez moi en fait). C'est très infantilisant et terriblement sexiste car beaucoup de femmes sont dans ma situation.

Proof of address is needed for many things in the UK as well, except that you can't use a mobile bill there! Needs to be landline, electricity or gas! Have they ever heard of people sharing houses?? What if you're not the one with the contracts in your name, it's a right kerfuffle. On the "bright" side, since they have credit scoring, they can sometimes pull your record directly from one of the three Big Brothers and confirm your address themselves lol

Banks are not even the worst. Everytime i need to go to an administration i say to myself that something will go wrong and that i will not succeed to do what i am here to do. Sometimes it goes well and i am happy but most of the time there is a problem cause it's the wrong paper, or the wrong date, or the form has changed, or the administration worker i have seen the last time gave me wrong information, or something else.

Same when I lived in Ireland. However, they needed two bills to prove my address. First was easy. I got a document from my employer stating that they’d sent post to me (they never had). Second was harder. In the end a went to the video store, rented a dvd and then I didn’t return it on time. A week later I got an angry letter telling me to pay extra for the rubbish film I rented, and I took that to the bank.

When I was in France filing a tax return was easy and didn't take long. In Canada it takes the whole day with several tantrums...so many people pay an accountant to have it done. Fortunately now there are cheap and easy to use software. So it's not always better elsewhere in everything.

it's correct, though. in translation, we have a thing called "localization". you just don't translate it word by word, but also, you need to adapt the text to how the speakers of the target language would say it. for example: « l'avenir appartient à ceux qui se lèvent tôt » does not translate to as "the future belongs to those who wake up early." if you do that, you sound like a philosopher. normal english speakers would say "the early bird catches the worm." basically, localization is translation THROUGH cultures, and not just through languages. "kidney" makes sense in english because there is an idiom "to sell one's kidney" to mean buying something that's ridiculously expensive. "Selling one's kidney" often appears online as jokes where people would draw fake wounds near their stomach while holding a box of a newly-released iphone, jokingly implying that they sold their kidney for that. kidney is one of the body parts that one can live only having one. in paul's agony, it would feel like it's easier for him to "offer his kidney" rather than go on the loop of bureaucratic works. sure, "rib" sounds more appropriate because it sounds like the french acronym for "relevé d'identité bancaire", but no one says "to sell/offer one's rib" in english. we use "kidney" for such body parts in english
Just for people asking themselves this very question: yes it is possible to solve this classic french Catch-22. You can use a copy of your lease agreement, a rent bill, or a "statement on oath" (déclaration sur l'honneur) from your land owner that you live in their property (but they have to give an ID and a proof they own the place). In the end it can be any piece of official paper that links you to your mail address. Basically, banks do not want the state to go after them for opening "phantom accounts".
Can't you also just get it from your city hall since you're supposed to be registered at this address with them? I don't live in France, I live in Belgium and since I'm Belgian my proof of residence is already on my ID card so I didn't ran into this issue
about the "statement on oath" there's an easy trick if you're just arriving here; ask one of your friend who's settled to write you a statement where he'll say that he's hosting you for free (no need for him to be the owner of the place) then use HIS official papers (ID of course and EDF bills, lease...anything that proves HE lives where he says he's hosting you), once your account is open go back to the bank and change your address; Paul here could have done that with his wife

Yeah that's interesting how in Belgium, anytime you move, you'll get a police officer to randomly come to your place to check if you actually live there and then you can get your id chip officially updated. I must say that it sounds a waaaay easier than what it seems to be like in France 🤣. It actually took me a while to understand what a rib was. It's like checks... I couldn't believe they were still in use and sometimes even required! I don't know if it's still currently the case though.
Precious information for people comming in France : There are three types of "justificatif de domicile" : the energy bill (EDF/GDF or Veolia), the taxe bill (les impôts) and the rent bill (la quitance de loyer). For not very important things, the internet bill can work too. BUT it need ti have your name on it. If not, ask the person that have their name on it to write and sign a statement on oath (une déclaration sur l'honneur) for you and to give you a copy of their ID. Usually it's enough. Tough, it would not hurt, to add some copies of the "livret de famille" to prove that you are related (by blood or mariage) the person with their name on the bills ! A lot of paper for something small but knowing the information can save time o/
Salut Paul, this same story happened to me when I moved to London and wanted to open a bank account. The bank asked me for proof of address with copies of utility bills. And the utility companies couldn't issue an invoice as I had just arrived....
you can scam things by using different addresses as yours. eBay accts, for instance. It never used to be a concern - but now, on ebay, your address must match you banking address, or it's no-go. But if you have blagged a fake banking address? You can blag an ebay acct.
Who just need to ask the person you live with or your landlord to write you a declaration of honor stating your a living here followed by the proof they live in/own the place and a copy of their ID. It's sound fastidious but it is easy!

I had the same problem when I moved to UK, bank asking for an address and estate agency asking for a bank account to rent something. Plus the reference check with my previous landlord who was in France and didn't speak English, employer asking for NIN which I couldn't get before I have an address either. Moving to a different country is such a pain and full of nonsense like that it's crazy.
Same happened to me. We tried to bring our lease agreement to the bank, but since we printed it ourselves it wasn't " the original ". But we signed it digitally with docusign... :/ so there's was no original, and we didn't have any invoice with our adress on it yet. We had to find another bank :D what a nightmare. And a few years later moving back to France and another kind of nightmare started having to ask them to change our adress to another country xD
I got an Airbnb for my first month there so I could get my NIN and other stuff in order before properly renting something. As for the bank account the best thing is to open a Revolut one or similar from your home country, it's multicurrency and supports local payment facilities in almost all countries so you can open one in the EU and still get a UK Acount Number and Sort Code ready in advance

I had the same problem when moving to Germany. The university wanted my insurance info to register me as a student, the insurance company wanted my address, and any future landlords were going to want proof that I was registered as a student. On top of that, the same thing happened to my mom's colleague when moving to Denmark: she needed a social security number to receive her contract, an address to receive a social security number, and a contract for any landlords to accept her as a tenant. Oh, and now that I think about it: same fucking problem when I moved to the Netherlands. I needed a social security number to get registered at my address and an address to get a social security number. I only managed to work that one out because my landlord was the good kind of sketchy. I like living in Europe but I'm pretty sure European public administrators have read, and collectively misinterpreted, The Process.
Well as an expat in the Netherland it is easy peasy, you get an adress, you ask for your social number and then you go the city hall to get registrated....if you get that in the right order its not complicated

Open an account with an online bank, like Nickel. They don't need you to have a RIB. You'll get it opened within a week. And then use that RIB for whatever else you want to open.

Hahaha, this is so true. As a French, I experimented it the other way around : I went to live in New Zealand for a couple of years and it took, what, 1 hour to open a bank account there. And the website of the bank was great, and the app too, everything was smooth and simple (whereas in France the website smells like 2001, the app is terrible and opening an account is a pain in the arse). I was amazed. It just reinforced my feeling of anger towards this French bureaucracy that I have had to endure all this time. It is soooo stupidly complex. It's almost like it's made on purpose to make people go nuts or depressed (that's my theory haha). Maybe that's why we're leaders in the sales of antidepressants. It definitely plays a role in it ^^

My theory is that French banks create more hurdles and a ridiculously complicated process to make the customers rely on them, and to justify their job or their high salaries. If the process was simplified, the banks wouldn't need as many employees or to pay them as much. Or, easier, more customer friendly banks could pop up, and compete with them. To stop that, the banks and govt make laws to fuck the customers and corner their banking market. It's crazy, and i would even say xenophobic/bigoted against foreigners.

Yeah, I'm agree about that...some things are stupid in french banks....even if I'm agree with a part of philosophy which is more french than bank: less debts or debt creators services. But I'm agree : for example, even if you have webservice, some banks are so complicated you have to go to office...or make some absurd mistakes...

I had to go to another UE country some day, but my id card was out of date. So I went to my (French) city hall in order to update it, but they literally said "no, sorry, we can't update it, it's NOT ENOUGH out-of-date. _ Wh- what ? But it's officially not valid. _ Not for French administration. It's permitted to be 5 years out-of-date, so we have instructions to wait for the last of these 5 years before updating it. _ ^^' .... O-ok" I checked on Internet, and the country where I wanted to go needs a valid id card, they very surprisingly don't accept this "5 years expired"-typically-French rule. So I called the city hall to tell them that, and to ask how I can eventually go to this country, while it's supposed to be easy to travel between 2 European countries. "Well you can ask for a passport. _ You mean BUY a passport. It's quite expensive for a non logical (and most probably unique) need. I'd prefer not. _ Then let me tell you unofficially that several people have "forgotten" their id card in their washing machine, so that it's so damaged that we MUST make it again. _ Oh, I see. And I suppose these "accidents" came in at a very appropriate time for them ? Like they really needed an update too ? _ Exactly. As a French who just got a new ID right after the previous one came out of date, that person (apparently I need to be more precise: I am talking about the person in the office, no the one asking for a new ID) invented the "your ID needs to be for 5 years before we can make you a new one" rule. None of the people I know had to wait that long but what is true is that in some cities it can take *months* to get an appointment and *months* for the new ID to arrive; the same goes for passports.

You shouldn't suppose others are liars without thinking twice. Quick judgements are rarely good, you know. Now what YOU say is incomplete. It can take months NOW... because of the covid situation. That's why they're late in many city halls (and they say they're actually trying hard to reduce the backlog). But that's not the case in general for ID cards, in France they replace them quite quickly (in a week or two if I remember well). For passports I don't know what was the delay before covid.

But maybe that person told you that because even if your ID came out of date you can still use it on the French territory as long as the picture and you look alike. Ah ah ! As a French citizen starting to work in the US, I remember going through similar levels of frustration, when the bank asked about my credit score to open a bank account with credit card, and I was unable to provide it to them because I had never, ever built my credit score in the US for the simple reason that I had never lived there so far. :-) (eventually the bank got, err, reasonnable? and provided me with an interesting "credit" card: if I gave them $1,000, they'd give me a $1,000 worth "credit" card... guess it was a bit weird doing a credit to myself!) couldn't they have used your bank reports/statements, seen if you've been accepted for loans/credit cards before, and then message the bank you used before to get more of an understanding of you, to create a credit score, or would that be too much work for them on Typical US style?
@@kawaiilotus Probably not - this was my first job, so I had never had to apply for a loan before (things such as non-crappy cars and houses came in the picture later in my life 😀 ), and most French "credit" cards are really more debit cards (though real credit cards are getting more traction nowadays, I believe). Student loans are not very common in France either, and I never had one. Guess they could have been more trusting of me, but I suppose banks are not really happy to take risks with people they don't know! 😉

Oui aux usa souvent quand une personne n'a pas d'historique de crédit, la meilleure façon est de prendre une carte qu'on charge avec des fonds "collatéraux" avec valeur nominale de 500 à 1000 dollars. Puis après plusieurs mois en utilisant cette méthode, on pourra monter en grade et demander une vraie carte de crédit :) une autre astuce si on a des amis est de leur demander de nous ajouter comme co-titulaire (et non pas utilisateur autorisé). Comme ça, le co-titulaire bénéficie du même historique que titulaire. Les offres de carte de crédit vont alors tomber du ciel instantanément comme par magie. bonne chance et bonne continuation !

Hahaha the joys of settling in a new country! Tbh, it's the pretty much the same the other way round! I'm a French student in the UK. Since I'm a teacher I need a DBS Clearance Check kind of thing. I had to prove my UK address in order to get this check. A tenancy agreement was not valid. I had to open a bank account because I needed a bank statement. Fine, I'll do that. I try to open a bank account online, and you usually have to provide a phone number to do that right? ALL the banks only accepted British mobile phone numbers! And then there's me, I've been in the UK for 10 days so I haven't thought of getting a British phone number yet. Well I had to get it if I wanted to open my bank account, to then get my DBS Check! It took me a good three weeks to have all this paperwork sorted!

Proving you live where you live, although not required for a bank account, it used for other government issued items like a driver's license here in the States.

On why you need to prove that you live where you live to open a bank account in France : it is mostly to avoid ghost accounts, used for money laundering, for example. And also because some people living in France but coming from "some other continent" in the south think they can abuse the system, and will try everything to do so. My mother used to work for a short time at a bank desk, and she remembers this one woman coming to get a bank account open. No problem so far. But at the end of the process, she goes, "Perfect, can I have my 100€ now, please ?" "What do you mean ?" "Well, I am allowed 100€ of "découvert" and I want them now." My mother had to explain to her that it didn't work that way. The woman was baffled and insisted she get her "due money". It didn't go very far after that. And that's one of the reasons you need at least one "proof of domicile"
I had a similar experience of moving to Switzerland as a student while already been approved to stay working for the company I was working for. For the new job contract I needed a bank account, for the bank account I needed a so called "foreigner ID" that proves I Iive in Switzerland, to get the foreigner ID I needed a job contract.... It's fun
I'm in Austin and we had to do this for something. It's frustrating. As if the ID you use, with your address, that had to be mailed to you by the state, isn't proof enough.

Had the same experience in London in 1993, I managed to get a job as a pharmacist in London ( at the time, it was easy for French people to work in Britain) and a room in someone’s flat but it took me three months to open a bank account so I worked for 3 months and they couldn’t pay me! It was an interesting experience, because, in France, when you have a job, they say: « votre argent m’intéresse », but, in London, they seemed to think that I wasn’t worthy of leaving my money with them…. At the same time, in France, a friend easily opened an account with no known income and an EDF bill… The notion of reference is puzzling too…All you need is a letter from a friend saying they know you and you’re trustworthy, but they never seem to check who this friend is…
This is a problem in the USA also. But we accept electronic bills as long as the name and address are on there. Also, any official documents mailed to you that would have passed some measure of scrutiny. Such as a paystub mailed to you from a workplace that requires background checks, a voting card with name and address, or a copy of your lease with name and address/the official deed to the home. Any of these should work.
It reminded me when I arrived in Japan and needed to open a BA and get a phone. The cellphone company needed a BA and the bank needed a phone number...damn. I opened the BA using my friend phone number, then got a phone myself, then changed the phone number registered with my BA, voilà!

Try opening a bank account in China as a foreigner and you will feel opening one in France is fairly easy. And write down your online banking password somewhere because if you loose it you will need to go to the actual branch where you opened your account with your passport to be able to change it.

well, these are common regulations across Europe for non-citizens to open bank accounts. It is the same in UK, you should have a proof of address (bills, bank statements, etc) for the last 3 months. So it is no wonder.
Had the same problem when coming back to France after living abroad for some years The funny thing is that I had an "avis d'imposition" for when I wasn't living in France so I could prove that I lived where I lived when I wasn't living there but I couldn't prove that I lived where I lived now that I was actually living there 😂
As a foreigner, been in France for 14 years, and I still recall having gone through thesame experience. Except they asked me for a copy of my work contract, and at work they said they could pay me by check I had to have a bank account.

Well, it's not only France... I had the exact same issue in HongKong. With the difference that when I told the bank that I need a bank account to open an electricity account so I am stuck, they told me they have a solution : send me a letter that I have to bring back as proof of domicile. The fun thing is... first thing I do after getting my bank account : change all communications to email...
Similar in Germany: if you´re e.g. from India (no EU country), you need a permission to stay here. To get that, you need a job contract. But guess what? You won´t get the job without a stay permission. So German and French bureaucracy isn´t that different.

To be fair it's the same in the UK. To open a bank account you need proof of identity and proof of address. Even though as soon as the account is opened the bank statement can now be proof of address too ha.

Same same en Angleterre, 2 mois pour ouvrir un compte en banque. Besoin d'un justificatif de domicile sauf que pas de facture en Angleterre puisque pas de compte en livres sterling. Il faut attendre le papier du Council mais il arrive avec une faute dans le nom donc pas valide. Et c'est reparti pour un tour. Aujourd'hui on ne peut pas cloturer ce compte commun parce qu'on n'habite plus sur place, on ne vit plus ensemble et ça ne peut pas être fait via internet. Top

I mean, I'm not sure you need it to open a bank account, but in Québec (and Paul has lived here!) you do need a proof of residence every now and then, mostly for government stuff, and the documents you need for it are roughly the same as the ones in France: rent/lease agreement/mortgage-related papers in your name at that address, official government correspondence addressed to you at that address, etc. It can be a bit of a pain in the ass when it happens, and it does feel needlessly difficult to prove that you live where you live, but it's not typically all that bad of a catch-22 (but to be fair, like all bureaucracy, I'm sure someone has gotten caught in an actual, completely stupid catch-22 that unduly penalizes them. Generally, if you live somewhere, you WILL have some government-accepted proof that you live there, it's just probably not something you were keeping around just waiting to show some bureaucrat.
That said, if the French men in Montreal are any indication (half the French people in Montreal swear the other half are not any indication), I do believe they will accept fucking your wife as an alternative.
even with ample proof of where i lived it took about 2 months for me to open an account. and i only spent six months there... then when i came back it took almost a year to close the damn thing because it turned out to be even worse proving that i had gone back to england

Living in Canada but having French nationality too, I couldn't pay for prepaid cellphone card in France during vacations: prepaid without contract and without obligations comes in fact with a contract and lot of obligations. First you need a French bank account (and RIB number), for that you need to live in France for which you need a French bank account and a paying job in France, and for a paying job in France you need to live in France. Kafka, help! So I paid lot for the roaming in France that summer, using my Canadian phone number, while being French!!!

je suis femme au foyer et j'ai donc pas de salaire. Pour faire refaire des papiers d'identité c'est la galère car toutes les factures sont au nom de mon mari, excepté la facture de téléphone portable qui est nominative. Il faut savoir qu'en France la facture de téléphone portable n'est pas prise en compte par les services administratifs: je reçois ma facture chez moi mais rien ne prouve que j'y habite !?! (et si on pousse la réflexion, on pourrait avoir le même raisonnement avec les autres factures qui servent de justificatif: internet, eau et électricité). Mon mari doit donc signer une déclaration sur l'honneur comme quoi je vis bien chez lui (chez moi en fait). C'est très infantilisant et terriblement sexiste car beaucoup de femmes sont dans ma situation.

Proof of address is needed for many things in the UK as well, except that you can't use a mobile bill there! Needs to be landline, electricity or gas! Have they ever heard of people sharing houses?? What if you're not the one with the contracts in your name, it's a right kerfuffle. On the "bright" side, since they have credit scoring, they can sometimes pull your record directly from one of the three Big Brothers and confirm your address themselves lol

Banks are not even the worst. Everytime i need to go to an administration i say to myself that something will go wrong and that i will not succeed to do what i am here to do. Sometimes it goes well and i am happy but most of the time there is a problem cause it's the wrong paper, or the wrong date, or the form has changed, or the administration worker i have seen the last time gave me wrong information, or something else.
