what people are upset about is that a star player who was injured, had surgery, and underwent rehab, was kept off the roster during the regular season to avoid the cap hit. When people say, “why doesn’t every team do this?” - the simple answer is that any team is welcome to do this, but chances are they don’t have a star/impact player like Kucherov, and if they do, they need that player to make the playoffs. So is it unfair that Tampa is such a deep team that they easily made the playoffs without their best offensive player? No, that’s not unfair, that’s just a sign of a good team. Is it unfair that they probably tweaked the timeline of Kucherov’s return such that he’d be back in time for the playoffs? Not really, since, medically speaking, the timeline of a rehab program can vary quite a bit based on a patient’s unique physiological/biological characteristics and willingness/compliance with treatment. So if you want to “solve” the problem, it starts with understanding the fact that no one can conclusively say that Kucherov’s injury wasn’t exactly what the TBL said it was.
Chicago took advantage of the exact same cap loophole during one of their cup runs. Watch the CBA get revised to close this loophole, all thanks to the drunken Kuch. LOL

In fairness though many teams passed up on Kuch. Perhaps it was due to his size but it's common for European/Russian player to go under the radar a bit and sometimes it takes a good team to give the player a chance to excel.

They deliberately took less money so they could keep the team together. Taxes don't come close to covering the gap in pay they gave up. The whole no income tax thing is grossly overstated by people, and it's only getting repeated ad nauseam because the Lightning are doing so good. It's never pushed Florida, Dallas or Nashville close to this level of success. It helps a little, but the real boon for the Bolts was multiple players taking 3-5 million less than they were worth. Hardly greedy. The rules of the NHL have nothing to do with what state governments decide to do with their taxes. Florida doesn't have state income tax, and this is what it looks like when a market benefits from that. Other states could do it too.
