The Strategic Significance of Vijaynagar: Northeast's 'Siachen'

Vijaynagar, Arunachal Pradesh: In the second of our series, 'East of the Northeast', Lieutenant General P.C. Nair, Director General, Assam Rifles in conversation with StratNews Global Associate Editor Amitabh P. Revi in Vijaynagar, one of the easternmost inhabited areas in India.
The head of the oldest paramilitary organisation in the country flies on board an IAF Chinook helicopter with the SNG team of Amitabh P. Revi and Rohit Pandita to Vijaynagar, and explains the strategic significance of the salient on the India-Myanmar border, pointing out, "everyone knows what happened in Siachen where we preempted the Pakistanis by twenty four hours (with later) General Sanjay Kulkarni, then company commander. Here (later) General Guraya's party preempted the Chinese by about a week. So a week later if we were not here, not only the Chinese but also Kachin rebels, who are being tutored by the Chinese or a mix of both would have been here. Today, we wouldn't have been here if Gen Guraya's party hadn't reached here in December 1961." Lt Gen Nair adds, "why this 730 square kilometers is very important is, from this you get an approach to the southern banks of Brahmaputra. What that means is from here, you would head straight to Dibrugarh, Jorhat and onwards to Guwahati. There is absolutely no need of crossing the Brahmaputra. So just imagine a scene where you have troops deployed along the northern borders, along the higher reaches of Arunachal. But, what if, right behind on the southern bank, somebody just comes in, so there lies the significance of this."

  • Thanks to the Lt General Nair and Amitabh for bringing out the strategic significance and beauty of Vijaynagar.I had the proud privilege of flying sorties into Vijayanagar in 1980-81 with No 43 Sqn .The flying was challenging and exhilarating , and we were proud to be the lifeline to Vijaynagar. I did a walk into Namdapha Game Sanctuary then and it is a must see for wildlife lovers. However,am disappointed to see the road coming up only now.

  • Vijaynagar Valley was discovered by the Assam Rifles in 1961. There was no human existence at that period. Due to its strategic location human settlement was taken up after all correspondence with MEA, NEFA (Now Arunachal Pradesh)and Govt of India. Thereafter our grandfather was settled here along with other Assam Rifles serving personnel's mostly from Gorkha community. After several decades of miserable life, now the valley is developing and we are called as Outsiders. Our land rights has not been given proper by govt of Arunachal Pradesh. We are hoping that soon our issues would be heard by MHA, Govt of India. Our approach before Govt of A.P was neglected on many occasions. We are indian citizen and the descendants of Assam Rifles settlers of Vijaynagar. JAI HIND

DG Nair - a superb commentary of the strategic importance of this location; history of this area; background of the local inhabitants; some developments done since 1961; and the grand role played by the Assam Rifkes in protecting and defending India, and for UN peacekeeping operations. I hope that future developments in this area for defense, tourism and economic development purposes, is done in a sustainable and environmebtally friendly manner, which also respects the culture and lifestyle of the local inhabirants, and maintains the pristine nature.

Lot needs to be done to integrate this place with rest of the state and country. Army and Assam Rifles have a glorious history protecting our borders. Very well made video specially the map to ground and ground to map indications . The superimposing of the maps to the actual ground location makes it so easy accurate to understand. Settlement rights should be given to retired people from defense forces who are willing to do so. They used to tell me that during the 1962 war the people were very afraid as armymen took almost every corner of the place and took positions for ambush in and around the stilwell road in case the chinese were to come from there. The people at that point of time were also afraid of the Indian army. Feel good to see that this area is getting attention. I am from Margherita and one of my friends lives in Tirap Gate. She told me that the area is much more safe than it used to be just a few days ago. Insurgency has decreased considerably and infrastructure has developed very much.

Therefore, it is quite unlikely that the Chinese would venture about 200 kms south of the settled border with Myanmar. However, the Kachins could well have crossed over to the Vijaynagar side of watershed.
