The Captain is Charlie Ruth. His parents are Chris and Lisa Ruth of Gulf Stream Florida. They own Firstlight Home Care Franchises, they are from New York! The trash dumper is Michael Kirby a Junior at Boca Raton H.S.

It is illegal to dump PLASTIC in the ocean, no matter how far you are off shore.
Def not condoning what they did, but is is really funny how it is illegal to dump plastic, but cruise ships can dump piss and shit on a daily basis.
I am for confiscating the boat, sell it in an auction, spend the proceeds on environmental projects. What a bunch of idiots !! Shame on you !!!!!!!!

Three miles offshore is only for dumping the black water thank. Trash has different rules ranging from 0 miles to 25 miles. Plastic NEVER!! no matter where you are.

Supposedly they dumped the stuff because they were underage drinking and didn’t want to be caught
That's now how underaged drinkers normally dump their bottles and cans (former wildlife officer here). When a boat full of teens sees a police boat they normally toss the bottles in their direct vicinity that they're individually responsible for. Dumping two large garbage cans is because they thought they'd get away with it and didn't want the minor inconvenience of cleaning up when they docked.
@@2011blueman a boat police checkpoint was mentioned in the supposedly leaked messages I saw. Which would make sense if there was a big party going on. They left the lake to go get rid of the evidence then go back through the checkpoint.
I would really like to understand why they would do something like that. Everyone on the boat under 21 and thought beer cans in their possession was going to be a problem?

UPDATE 03 MAY 2024: The Florida Fish and Wildlife Conservation Commission on Friday afternoon confirmed 15-year-old Charles Henry Ruth and 16-year-old Michael Mastics Kirby surrendered to the Palm Beach Juvenile Detention Center in West Palm Beach to face the consequences for the actions that were captured on video that went viral. The teens are facing charges of causing pollution so as to harm or injure human health or welfare, animal, plant or aquatic life, a third-degree felony.
Great video. They are dead to rights caught. If I were an attorney I don’t think I’d take this case. Perhaps I’d try on privacy issues but that’s a stretch.

10,000 hours? Are you serious? At 8 hours/day of work and working every day (no weekends) that's 3 1/2 years of work. I'm all for some kind of punishment but your sentence is the definition of "punishment does not fit the crime."

It should HURT. Especially watching the dancing and flipping off to the watching drone and cameras, obviously showing they have no regard for the law nor do they even feel they did anything wrong!

Being an attorney I just can not put together a defense for their actions.

The law system is a joke. Look at NYC. They said the parents are from NY, most likely affiliated with the right party who controls the justice system. Jail is a bit harsh for this - charged and having to clean florida beaches for the entire summer would be more than sufficient punishment. Also impounding the boat so the parents have to pay for its return would be sufficient. Jail is not the answer to everything .

Take a similar sized boat out and film it at set distances to get an accurate comparison.

Even if they were >3mi offshore, there's no way in hell they were 12, so it is still a violation. From 3-12 miles, it is illegal to dump plastic, rags*, glass,* food*, metal*, crockery*, dunnage, lining & packaging, materials that float (rags, glass, food, metal, crockery can be dumped if ground to less than 1"). This is FEDERAL, not state law. So please contact the EPA. They might just have a field day with this one. Civil penalties up to $25,000, a fine of up to $50,000 and/or a prison sentence of up to 5 years.

Makes you wonder what potentially incriminating items were in that trash for them to have to use up the fuel for the boat to go "3 miles" offshore to dump it, instead of sticking it in the trash recepticals at the boat dock, or taking it home with them. I'm from the UK, so don't know the laws for each state, but I know that the US is a bit harsher on underage drinking than the UK (18+ here). Maybe there were some cans in amongst the plastic... or even some little empty wraps, who knows.. either way, doesn't look good.

3 miles or not, its still illegal to dump plastic and hard rubbish over the side. That distance moreso refers to things like grey water/black water.
It will be very easy to prove they were less than 3 miles off shore from your video. It's my understanding that Wavy Boats recorded the entire round trip so one can easily time the trip and calculate the speed required to travel 6 miles or more for comparison. In a lot of cases some bratty kids with lawyered up rich parents can plea down most charges. In this case the world wide outrage is going to put a lot of pressure on the authorities to throw the book at them. And they deserve it.
A lot like the people who live next to the water pissing in the waterways off their docks and in storm drains, mostly when they're drinking. Then they try to say it's liveaboards doing it wrecking the water quality.

The two kids that dumped the trash and the kid at the helm need to get jail time. They were absolutely NOT 3 miles offshore and that would be a comical argument in court if their attorneys made that argument. Since they're rich kids the likely outcome is some ridiculous plea deal for littering or some other tickable offense where they just pay a small fine and their lawyer fees are 100x their court fees.
It's a federal offense to dump anything in the ocean, no matter how far you are offshore. I'm sure the USCG will be looking at this...

If they were in fact, 3 miles off sure the Drone operator has some explaining to do. Drones are required to be within line of sight distance of the operator going to be difficult to convince the FAA that the drone operator could fact see the drone from 3 miles away.
They will receive a $200 fine each for the 2 kids and 30 days suspension from the inlet.
Let’s be honest it’s Florida and these kids parents are well off. Nothing but a small fine will come of this incident. Florida is not known for actually caring about their environment. Look at their governor and who they voted for president. All they care about is a money.

Okay. People need to look at this for what it was. It was a bunch of kids that were out having a good time and made a mistake. If they were drinking that becomes another issue. This really is simple. Find them, charge them for the crimes they committed and then let the chips fall were they may. If you get caught throwing garbage out of your car on the highway we don't cuff you, jail you and tow your car. Stop over reacting and put things into context. Jesus.
