Chances are, she did not know the procession would be passing at that moment, and had she known, she would have chosen an other course of action. Somebody definitely messed up somewhere, but the reporter probably did not have many options other than trying to do her job.

When I was in marching band there would be judges out on the field for competitions. We were told that if they got in our way we were to keep going, knocking them down if necessary. I was disappointed that I never got to do it.

Chances are, she did not know the procession would be passing at that moment, and had she known, she would have chosen an other course of action. Somebody definitely messed up somewhere, but the reporter probably did not have many options other than trying to do her job.
