I'd add that two more important criteria would be: 1) Tap into an underrepresented audience (e.g. Ronda Rousey and women, Conor McGregor and the Irish) 2) Be genuinely charismatic.

I think with Colby Covington it's him just being straight up unlikeable moreso than the UFC not wanting to promote him. They put a lot of attention onto him and his quips in pressers or advertisements and even went as far as to livestream his call with Donald Trump after his fight with Tyron Woodley, but he constantly makes racist / ignorant / overly harsh insults that scare away fans or maybe make him famous as a heel at best
