I have an i7 9750h, 8gb ddr4 ram and a 1650. Allocated lots of ram to minecraft (5gb) and made minecraft run on the dedicated GPU. And i get 20 FPS at low settings ;-; (with optifine)
Check the performance tab in task manager while running the game and see which is not being utilised.
Press fn f3 it your on a laptop and f3 if using an external keyboard while in mc see if it actually shows the specs u have if it does try using nzxt cam and see your gpu usage cou temp and usage if cpu goes above 95 degrees or runs at 90 degrees while just using couple of apps no games or heavy apps see if your temp goes above 90
If your cpu runs over 90 while non gaming or editing or rendering heavy tasks etc. Ur cpu overheats. Ur gpu must run over 90% in nzxt cam recordings when playing a heavy game if it stays below 90 percent then mostly ur gou might be undervolted see fixes
Try plugging in ur charger and try using ur tv or something as external monitor connect it through ur hdmi and see if u still get that fps
Click esc it'll take u to game menu then video settings and then other see full-screen reslotion try lowering it
what parameters did you turn on in the performance section

Hi, man! I'm kinda shocked by your results cause you've got much more fps than I did with my laptop with Ryzen 5 4600H (which is definitely way faster than i3-9100f), 16GB RAM in 2-channel mode and GTX 1650 GDDR6 Mobile, that has almost the same performance as desktop GTX 1650 GDDR5. On version 1.16.5 Optifine, with the render distance of 12 chunks and with the preset «High» (BSL Shaders) I get about 50 fps right after joining the world, but while the chunks are loading, the fps slowly drops to 36-38 with terrible and clearly seen «slow frames» that make the image even less smooth. What is the problem? I can see that my GPU is used by 50-70% almost all the time, so the potential of it is not implemented. But I cannot find any reasons why. It seems like fps is limed by the processor, but how is it possible? What render distance do you use and which shader settings have you changed? I can see that the leaves and the grass are not moving in the recording. Anyway, despite all these differences in settings, fps shouldn't differ by almost two times on pretty similar platforms (mine is even better judging by numbers)! The other question: do you use Minecraft license? Cause I play with TLauncher and I can suspect that it's the problem of TLauncher optimization.
for what i know the laptop 1650 is a 15% slower than the desktop one
But it definitely shouldn't lose about 30 fps only because it's 15% slower.

Ryzen 5 4600h isnt much faster u r completely wrong and dont compare laptop performance to desktop its never better with identical specs

Bro I have same spac i5 GTX 1650ti ,8GB RAM . But when i try to used shaders . I m getting around 20-30 fps . I also select nvidia graphics for Minecraft. But still face this prblm
Try pressing f3 and see which graphics card your using It will show what graphics card you're using at the right side
