That is weird. Or more shady than weird. The ball jumped off the spot while taking a standard penalty. That's how you kick a ball, you plant your standing foot and use the other to strike the ball. The ball shouldn't jump up off the spot.

in the US there’s a similar thing in basketball culture with dead spots. a lot of really competitive high schools will have dead spots in the floor where the ball doesn’t bounce back up when you dribble. a even more devious one is putting a dot or nail (that’s usually put at the free throw line for players to line up w the point of their toe and the line so they’re lined up perfectly) 2 inches off so opponents shoot wide. you’d think it would be meaningless, but when one team knows and the other doesn’t those things can add up

Ok, I'm a old guy and i'm not wise about football pitches but here's a thought, I would of thought they are quite soft and springy these days because of the groundsmen looking after the pitch, tech like undersoil heating, etc, I don't know really but it looks like a natural bounce as the player hits the ground with force with his leading foot. just my thinking. 🙂

I think there's a difference between Simeone instructing the grounds crew to disturb the penalty spot, and Simeone knowing that work was being done (for some necessary reason) and planning for it. First one is a problem for me - that's cheating. The second one is just being a great manager. There's a thin, but defined line between the two.
