Nothing here is penalty worthy nevermind any suspension needed. Guys now and days will make those board passes and then just turn their back and just expect a hit not to come... If your gonna make those passes then prepare yourself to be hit right after by squaring up your shoulder... instead these guys are turning towards the board and showing their back thinking they are safe and immune from checks. These kids need to learn not to do that and I'm glad NHL notice and sent out memo not to call infraction on these types of plays anymore. • From USA Hockey Rulebook: "(Note) Boarding is the action where a player pushes, trips or body checks an opponent causing them to go dangerously into the boards. This includes: Accelerating through the check to a player who is in a vulnerable or defenseless position and driving an opponent excessively into the boards with no focus on or intent to play the puck, or any check delivered for the purpose of punishment or intimidation that causes the opponent to go unnecessarily and excessively into the boards. The onus is on the player delivering the check to avoid placing a vulnerable or defenseless opponent in danger." Going through the checklist, Romanov caused Pinto to go dangerously into the boards, evidenced by Pinto having to go to the locker room. Pinto had his back to Romanov the entire time, and was positioned along the boards, making him vulnerable. At the time of the hit, Pinto had already played the puck, and you can see Romanov swing at the puck before making the hit in the video. Thus Romanov was not making any attempt to play the puck by hitting Pinto. By that ruling and these criteria, Romanov's hit was boarding. TLDR, this was a missed boarding call.

Romanov's hit was on a vulnerable player with his back turned. Pinto had already played the puck away, thus Romanov was not playing the puck by hitting Pinto.
