China almost had a designated plane back in early 2000s when they brought a special ordered 767-300ER from Boeing, and somehow they found bugs planted all over the plane just before it was actually used for presidential transport. The plane ended up joining Air China for commercial operations instead and never saw a day with Chinese leadership on board.

Most of these planes are flown by the air force of their respective countries. Leaders can usually hop on any aircraft of their air force, so saying that Putin has 130 aircraft is meaningless. What's interesting is dedicated VIP transport. Also missing is the French presidential A330 with baguette oven.
