It's a completely ambiguous structure where you have to assume Hamas is the passive object clause if you want to think Hamas has been the one offered a ceasefire.

It is common for news titles to leave out "was". e.g. "Convicted felon granted a generous deal, Judge says" This doesn't mean the felon offered a deal, it means he WAS offered a deal. They do this with other verbs as well. e.g. "City in ruins, witness says" This means the city lies in ruins. Not that there is a city inside some ruins.

Hamas is a terrorist organization correct? What happened to we “DO NOT DO GIVE IN TO DEMANDS FROM TERRORISTS?” Seems like there is some big money being spent to twist this scenario to the point where Israel is in the wrong here.
