Having personally experienced the legislative dance that takes place in getting bills passed and getting bills killed, I can attest to what you described in getting supporters on board to have your back. Live in Indiana and went on vacation to SE Georgia, (son graduated AIT in ft Benning) I wanted to do a hog hunt at night time but night time hunting on public property is prohibited. The rules apply for Alabama also. The heat in the middle of August during the day time is stupid hot.
