Because Hollywood had yet to get used to Asian action style of filmmaking at that time. The fight coordinator who talked to Jackie (off camera) here was actually a pro. He worked on so many Hollywood action films including Terminator 2. As you can see, even he had a bit of hard time following Jackie's Asian style choreography.

This is from a video titled Jackie Chan: My Stunt. There's a full version of it here on youtube. He literally spills all practical tricks for action scenes from wires, breaking objects, fake blood, sugar glass, to stunts. All practical, no CGI.
This video is straight up incredible. The bozos trying to take down Jackie's artistry as he's coming up with the scene on the spot. Brett Ratner looks like a child.
Is there more? I would watch 20 hour version of this everyday

No storyboard or having 8 people coming up with that...all on the spot...dang.
Jackie had been making films for almost 30 years at that time. He was the youngest stunt coordinator in Hongkong. He was 18 when he started to choreograph fight scenes & stunts in movies. For him, Rush Hour fight scenes & stunts are child's play compared to what he had done in Hongkong cinema.
This explains why Jackie Chan didn’t like the stunts, let alone the movie. He wanted to the stunts his way but stupid Brett didn’t let him
I think it's not like Brett didn't let him. It's the American regulation that's too complicated. It's very safe & secure, but everything has to be measured. In Hongkong, Jackie didn't do that. If he thinks he can do it, he'll do it. He expressed this a few times in interviews. He said, even he couldn't move a table when filming a Hollywood production without permission. Even the scene where Jackie snuck into the Chinese Ambassador's house theough a tree has to be measured, checked, & wired. For rehearsal, Jackie just climbed the tree with ease. Brett loved it. But when Breet showed that to the producers, action director, & other crew members, they all panicked & told Brett to add security measures to the tree & Jackie. No matter who is the director, they still have to follow this Hollywood complicated regulation.
I should also mention that the regulations are there to protect the actors from getting hurt. Yes, Jackie can run up a wall or a tree no problem, but there's always the chance of him slipping and falling and breaking his leg, and production is stopped for 6 months while he heals up and an entire production crew has nothing to do. Even after healing up, the other actors may have moved on to other projects and are no longer available, jeopardizing the entire movie that costs millions of dollars to produce. It's far cheaper to have safety measures in place or cut back on some stunts, so that the actors can keep on acting.

This is rush hour, which Brett Ratner directed. Brett Ratner is a pretty bad director and a lot of his good movies were really built on the works of others or just copying other stories and directors. You can see that here when Jackie Chan choreographs an entire fight scene while Brett just kind of sits there and gives suggestions don't make any sense or just says dumb shit. Brett Ratner is also a predator
