If you make a torch burnout clock with one torch and one repeater, the clock will turn on again after burning out. The fact that it stays off forever actually looks unintentional in the code

You have to update the torch, don't you? I dont remember, but I feel like it doesnt just restart on its own
last time I checked it restarts on its own even with dust
Always remember needing at least 4 torches to get a consistent clock

if you haven’t already started dabbling in unique mob farms, I’d really like to see what you could come up with
actually after thinking about it some more, I suppose having a horizontal slimeblock ‘arm’ shifting from back to front would probably work even better due to the launch effect they give to mobs, and this would allow for an ice floor which should make it a bit more efficient.
