Glenn Close (Who played Cruella in the live-action 101 Dalmatians movies) was heavily involved in the making of this film and it really shows because this feels like Cruella. If anyone has a clear 100% understanding of what makes a great Cruella, it is obviously Glenn Close.
And as shown by the poster, Glenn Close is serving as the executive producer of the movie alongside Emma Stone.

I was worried when they announced this they’d try to give her a sympathetic backstory and a semi-righteous motivation for her actions. One of the most compelling parts about Cruella was that she was the only Disney villain who was essentially un redeemable, simply having a desire to skin puppies for personal gain, while one could argue that other villains were robbed of something (Scar, Jafar, Yzma, Hades, and Ursula of power, Maleficent and the Evil Queen of love/acceptance, Hook of a childhood, etc.). But, especially after seeing this trailer, the movie seems like it will be so much better. They aren’t trying to justify her deeds, rather, show that she was given the chance to be good as “Estella” but made the conscious choice to be cruel and wicked. Incredibly excited to see what they’ll do with that dichotomy.
To an extent they do in the film. I read the novelization. But the film really isn't what people expect and the sympathetic parts they give her are things that anyone could sympathize with and have not much to do with the dalmations (dont wanna give too much away). It isn't so much of a film about her wanting sympathy, as it is about two villians duking it out to see who's the most villanous, and we find out twists along the way that help us sympathize with cruellas revenge. Its a revenge film.
It’s just a movie. It’s entertainment. And wether you feel “sympathy” or not, and the end of the day... who really gives a shit?

Cruella is Disney's best live action yet, and you can see how much they've improved since a badly written character like Maleficent. Cruella's story isn't one for redemption, it's to show HOW she started off as the lunatic she is. Growing up thinking her mother was always kind and sweet, she forced herself to be that way as well; but as you can see she ends up failing. After realizing who she REALLY is, she frames her true mother for MURDER and sends her to jail. Nobody becomes a villain spontaneously, it takes trauma and pain.

Slight spoiler alert: I read the novelization. Yes, the film does have us sympathize for Cruella. Before you get mad, hear me out. It's not in ways you may expect. Meaning, it has virtually nothing to do with the dalmations or skinning dogs or anything like that. If anything the things we sympathize with estella over are things *anyone* would sympathize with her over regardless of who the person is. And rather then having it laid out straight, these things are revealed as twists throughout the story (rather then immediate like maleficent). Besides that though, cruella is shown as a full villian, and the film is essentially two villians duking it out to see which one comes out as the most villianous.
