Actually Chick intentionally caused a wreck twice. That’s reckless endangerment not to mention reckless driving. He also gets assault charges because he intentionally hit those cars to cause them to spin out and cause the wreck. Finally he’d be liable for King’s repair/medical bills as he was directly responsible for his injuries.
Plus, he'd be hit with a multiple race suspension and/or he'd be disqualified from the championship

The only issue is it happened during the scope of a race. Now of course the league could penalize chick for his actions but i doubt any legal action would occur
Storm didn't threaten Cruz, it was more so a moment of desperation to win that he slammed her into the wall. Cruz also was not fearful the violence was about to take place, she planned to pass him normally and was surprised when Storm hit her.
If this was football, both cars could've get a red card, the club recieve a point deduction and the FA may fine the player for couple of thousands of dollars.
Considering that there are a lot of camera and we can also hear the chat of the racer and pit crew, this would put burden on both. But chick's unsportsmanship is much worse than jackson cause he intentionally tries to stop mcqueen by crashing himself to the other racer and causing the chain reaction, this could put him in either a penalty, disqualification, or the worst can be blacklisted. And while he may can still have chance to hold the winner title, that title can be taken away if the conclusion put chick's action as life endangering (which if we compare this to real life I would say like 2-3 racer could die by either the crash or after crash condition) Jackson's way of his unsportsmanship maybe will put him in either probation or penalty, but considering his intentional assault, both can be put in jackson for intimidation (penalty) and intentional assault (probation)
Also we gotta remember that car racing in cars is the real world equivalent to athletic sports, interfering with other racers should be instant disqualification.
I feel like the scene with them killing the American spy would also result with the lot of them being charged with torture.

Cars is such a bonkers franchise, we go from a slice of life story about a big city boy learning to slow down and enjoy life to an action spy thriller, really shows they had nothing to do with this franchise after the first one

Also It'd be funny if Gyro was on the list. Like with the Cars 2 blue-grey British spy you could argue that the deaths were unavoidable and self-defense. But Gyro creates ethically ambiguous horrors on the reg and the characters are just glad he's on their side. Even if he does make jokes about taking over the world.
Then there's Mama Beagle and Glomgold, who already have a scale of difference between them. Then there's Mark Zuckerbird (the superior name) whose halfway between the powerful person and the scientist tier. Then there's of course Magica De Spell, the Moon Aliens, FOWL... and hopefully he doesn't try to list the one-off antagonists.
There's so many villains in this show now that I'm thinking of it. Luckily each season picks one to be the most relevant. And some interactions are funny.

I mean, can we really call Jackson Storm a villain? He barely plays any role in the plot besides being a goal that McQueen couldn't reach and served as a final trial for Cruz. The most evil thing he does is slam Cruz to the wall and still lose, and the harrasment isn't even harassment, all he did was point out that Cruz had his decals and intimidate Cruz, that's it. Chick did some bad things and Axelrod and Professor Z. did VERY bad things, Jackson was simply being a showboater and a bad sportsman, THAT'S IT.

I have an idea. If Klonoa from the Shippu Tengoku Klonoa manga were charged for his crimes. I know it's a manga and not an animated cartoon, but it's very much a slapstick comic, and at the end of the day, it's still a cartoon! Klonoa in that manga is very different from how he is in the games, and even in the other mangas too. To name just a few things he did: Destroying a whole bunch of houses, two bank robberies (One attempted, one successful), fraud, and assault.
Cars 2 has the greatest action theme song of all time. Change my mind.
