Mama dog knelt on the frigid snow and begged me to save her freezing puppies

While I was walking to the nearby market at the evening, I heard a weak barking and a frantic running sound. I turned and saw a dog running towards me as if she asking help. It was pretty cold, the snow was frozen and there were no one around.
She went and sat next to a bag, she turned right and left, like if she was waiting for someone. When I opened the bag I got goosebumps...
