There must be something, such as a very nearby hydrant being opened, that has created some sort of siphon action with that faucet. That is a dangerous cross-connection, because water going in that faucet is going to end up in the supposed 'fresh' water supply.

Most likely, someone downstairs had turned the faucet on, draining the water, and creating a vacuum. Thus, when the valve up top is opened, the vacuum draws the water in. Alternatively, it could be a siphoning effect if the same scenario above applied, but the both faucets were open and the lowest most one was draining.
