Of course. The money is being used to free captives and save lives. This fully satisfies the role of Zakat.
Sufyan, how are you going to get them out? If the borders are closed - how will they get out?
You have to pay them out, that's what the money is for.
Unfortunately, there is a cost to leave. This is facilitated by a company, but there is a minimum $7,000 cost per person. SubhanAllah, only then will the borders open.
