I agree. I got the chance to visit Guatemala a couple times in the early oughts. Some of the nicest people ever. I did not see this side of things. Bummer. It's such an incredibly beautiful country.

The police commissioner is throwing around big words, while essentially not nearly doing enough to protect the public. If I'd be living in such a society as theirs (and I hope that's never the case), I'd be more than happy to pay the civilian patrols that help protect the neighborhoods. They are providing a service that the police are clearly failing to provide, and they deserve to get paid for putting their lives on the line. They are not the same as the gangs who just extort and rob people.
