For scouting I usually just fine scouts with A+ in a region and C or higher overall. At the start of the season I just put 1 in each region to “discover all prospects” for 5 months. After that time I go through and count individual players or just let the AI do it if there isn’t interesting guys in the region. Any extra scouts at the start of the season I either put to discover prospects in the more populated leagues or I will use them to scout individual players if I think they will be around one of my picks.

under salary cap = draft position dropped, sign those low overalls to contracts for 1 year to reach league minimum like the Hawks do
