Rosie wouldn't be an Overlord, as hellborns don't have souls so she wouldn't be able to have the souls of those in Cannibal Town. 2. It has already been confirmed that sinners take on traits of the one who owns their soul in time. 3. There would be no point in trying to recruit Cannibal Town if they were hellborn, because hellborn literally can't be targeted during extermination. 4. Speaking of, we know 100% that those in Cannibal Town are sinners, not hellborn, as Vaggie's flashback shows her about to kill a child from Cannibal Town. I will again reiterate that hellborns are given a pardon from extermination, so vaggie would not have chased if they were hellborn, and Lute would not have punished her for showing mercy. That theory is just blatantly ignoring what we know as fact.

If you think about it, Ms. Mayberry's reason on why she went to hell is rather similar to the Ohio demon guy in the IMP commercial. Both succesfully killed their spouses when they caught them cheating and both ends up villanised by living society. The difference is their witness and execution, where the demon guy was witnessed by a passerby (jogger) and excecuted by his state, thus making him a state-known criminal, where Mayberry killed herself out of regret before anyone prosecute her and is villanised because Martha (the witness) survived to tell the tale.
