At least in the Netherlands we have an app for parking. You just hit the start button when you park and hit stop when you're done and it's automatically paid through your bank account. Still think it's a scam though seeing as we already pay HUGE amounts of road tax. I even have to pay yearly for parking in front of my house dammit.
