I don’t know if this is true but it could be that a larger throat sac meant that said camel was good at finding food and water in the desert, so offspring from such camels had a better chance of surviving to adulthood.

After watching dune, I realize how scarce water is on the desert. Maybe the sac is meant to sound like water/moisture to tell the mate that "I have a lot of water".
