It was produced in CHINA for BLAZE Entertainment Ltd.
The games are based on the famous ATARI 2600 and ATARI 7800 consoles.

Wow it has trouble emulating Pac-Man! That’s disgraceful.
It had no trouble emulating Pacman. That's exactly how it ran on the original console, flickering etc. All normal.
