- Those are the so-called trim wheels, they provide pilots with an indication of the position of the horizontal stabilizer whether the trim is controlled by the autopilot or whether it is controlled manually by the pilots. It moves by hand, with an electric motor via a switch on the handwheel and when engaged the automatic pilot moves it.
