For more grip If the race trck is wet They get tyres with slits running length wise to help keep the car from hydroplaning I.e Water building up between the tyre and the track and losing all grip

Yeah cause of regulations. NASCAR only lets you do one side at a time, while F1 allows all 4 corners to be done at the same time
