It is important to not inforce something like that. We are not communists. Freedom of speech is so very important. We must never give the Elites an inch regarding our freedom of speech. Much better that the old saying "sticks and stones may break my bones but words will never hurt me" is brought into play here. Much better that the fighter's being verbally abusive are taught a lesson physically in the Octogon, rather than begging authorities to curtail peoples rights to free speech.
