That’s a buzzard. A hawk is smaller and lighter coloured. A kite which is more similar to a buzzard has a long forked tale and I think this in the video has a short tail. Right colour right size and short tail for a buzzard. Hope he/she’s ok. Might be just dehydrated or scavenging and got swiped by a car or something
