Iran has condemned the European Union for imposing new sanctions over its response to anti-government protests. The EU announced measures targeting Iran's state broadcaster, army chief, Revolutionary Guards commanders and a cleric. Protests have swept Iran since the September 16th death of a young Iranian Kurdish woman in police custody.
Courts in Iran have sentenced 11 people to death in connection with the protests, with the first two people executed in the past week. More than 18,000 Iranians have been arrested, including close members of the family of Ayatollah Khamenei: His niece is one of the sharpest critics of the Supreme Leader.

I don't think the Iranian regime understands that its people no longer feel safe even if they follow their rules. They can be imprisoned or killed at any time for the most arbitrary, trivial offenses. The regime's threats carry no weight with people who believe they have nothing to lose by pushing back.
The Quran does not mandate women to wear hijabs or burkas, let alone call for punishment for not wearing them... This regime is not following the Quran, but themselves.
