The Telegraph's Jason Burt and The Independent's Miguel Delaney share their strong views on Everton's two-point deduction for another breach of the Premier League's Profitability and Sustainability Rules (PSR).
Before the points deduction was announced, Everton sat 15th in the Premier League table, four points above the bottom three. They now drop below Brentford into 16th place on 27 points, two points and two places above 18th-placed Luton.
According to the written reasons published by the independent commission handling the case, Everton breached their allowed spending of a £105m loss over three seasons by £16.6m. The Premier League and the commission initially wanted to impose a five-point deduction on the club, but it was reduced to two on mitigating factors.

  • PL are after Everton, every fan who follow the club are aware of that. Their behaviour does not just affect the points, it affect players, managers, sponsors and possible new owmers interest in the club. It affect the fanbase and are throwing the whole club farther down the drain.

  • I'm not an everton fan, but this FFP situation is getting ridiculous. The way the EPL has not reviewed the $105m allowable lost figure for 10+ years yet is now arbitrarily deducting points from clubs breaching them is so amateurish LMAO. Just do your job properly and adjust the $105m by inflation. And the points deduction at random times during the season is affecting the integrity of the competition as Everton simply gains extra incentive to perform each time they get a deduction. WTF is the EPL doing??? All EPL fans should come together to protest and threaten a boycott on the Premier League brand.

    • The regulations that Everton are struggling to comply with came in after the rules changed. The City charges relate to a time when there was no time limit on proceedings, which is why they have been able to kick the can down the road. There are also potential criminal aspects to the City charges relating to financial fraud so it's very complicated. Add to that the owners of City are some of the richest people in the world therefore have elite lawyers making it harder and harder for the league to punish them. Let's put it this way though, if the regime that owns City can murder journalists without consequences then getting rid of these charges using every trick in the book will be a walk in the park for them.

This is all for stuff from 2009-2014, most of it accusing Etihad of not actually paying any money and Sheikh Mansour actually paying the sponsorship. The thing is, it was all passed by accountants and auditors at the time, and they have zero ability to see Etihad's books anyway. They literally can have zero evidence for any of it. All they have are doctored emails from Der Spiegel.

    • No Man City has 115 accusations, not "rules breached". These "breaches" have to be proven by the PL first before any punishment can be handed out. Man City are innocent until proven guilty.

    • In Everton's first charge there was 26,000 documents for a charge that Everton put their hands up to. City is disputing their multiple charges so there will be at least 100x that much. The Premier Leagues biggest mistake is not charging City on one or 2 charges then going on once completed

  • I'm sick of premier league and EFL different organisations. Forest and Everton have messed up and got points deducted this season. Why has EFL not done it to Leicester this season? Leeds said no to Harry Winks, but he's on £90.000 a week at Leicester for an average player. There is so much corruption in politics and football. They are as bad as each other. I apologise if you disagree! Messing with England flag as well is so disrespectful. Now GB Olympic Games team for our flag. I'm really had enough.     • Maybe do some research. The efl did try to punish leicester. But leicester took them t court and argued they weren't in the efl so didn't have to show their accounts for that time period. They won.

    • Well, first of all you actually have to prove guilt to punish them, which hasn't happened yet, then if you do find them guilty, you have accused them of fraud, so they will take it to a real court for a real trial, and then, if found guilty by an actual court, it will be far more than points. It will be arrests, bans, liquidations, etc. If a real court rules in their favour though, man will there be some lawsuits!

    • @@Sutty0151there is actually precedent for punishments being dealt in different leagues, both up and down - I can’t remember the clubs it happened to, but it has happened, was a story about it the other day stating that’s why Leicester could still be punished.   • I think Everton are being used to solve ManCity issue. I don't think majority of the supporters would like to see Everton going down like this but relegated (and soon to be relegated) teams are (understandably) furious. This discussion will come to the boiling point and it will be obvious that heavy punishments like drastic point deductions and relegation are not the solution. And only then (miraculously) that untangled mess of 100 charges will be solved.

    • What I find funny is if Everton are only 16m over the budget, which could be attested to their summer signings, why not just give them a transfer ban if a single player could have been what pushed them over. The Prem just want to punish someone to be seen as in control. How can these even be getting handed out mid season, and multiple times at that. Imagine if the first punishment still stood at 10 points, they'd still have added more on.

  • Seems clear all the ambiguity has been designed into the system to allow for less real scrutiny. I'm sure everyone remembers the bribery around awarding Qatar 2022 and how the criminals there weren't ever really punished. Money is the only arbiter of high level sport and politics.

  • Why is there not a clear set of guidelines that were released in advance of them being implemented, first breach, severity ranking and punishment, subsequent breaches and totting up etc, the same way the points / ban system works for speeding or drink driving. A judge will be required to assess the specifics and determine if how sever something is, for example, but the punishment should be based on guidelines.

  • Premier League are an embarrassment. Anyone who knows football understands that other teams have breached rules to a far greater extent yet their cases are being differed until the rules have changed!!! Don’t bother banging on about who has “admitted” charges and who hasnt- everyone knows certain teams have spend obscene amounts to get the success on the pitch and building revenue in the process. Let’s not forget that 6 teams tried to walk away from the Premier League because of financial greed - they each got a small fine and it got swept under the carpet. Either punish “big teams” (as their cases happened first) and then do other clubs afterwards- or if you’re too frightened to punish the wealthy teams - scrap these punishments entirely. Premier League is a farce and has been for a very long time.

  • I really wish the EPL uses the NFL system where there is a Salery cap for teams and all the TV revenue are Equally redistributed between the teams. As well as a draft system where the lower position teams get best youth prospects from the FA while the top teams get the last picks, keep things competitive. Not sure it would work with promotion relegation, but other sports do have systems where revenue don't go down within lower leagues like French Rugby Union in France.

  • It gets even worse when you consider the Championship. Leicester could be docked some points...but because the offence occurred in the premiership, they won't be deducted until they return back to the Prem. This is due to the deadlines of Championship and Premiership are different. Why were the deadlines not synchronised?

  • The first set of charges should have been dealt with last season, so this is why we have double jeapordy this season. Then the procedure has never been outlined, so there is no framework of punishments. Thus, every comission has it's own idea of what punishment is needed. At the end of the day, no club should be getting points deductions for financial overspends. Simply fine or give a transfer ban.

  • So if Everton had just accepted the points deductions and not appealled we'd be talking about 17 points for a 21 million over spend with mitigating circumstances when Coventry got 10 for going into liquidation. Its bonkers.. doing it mid season is also totally wrong, the players and the clubs don't know where they stand. Could you imagine if Everton go down by a point while waiting on the appeal then get a point back. Then the Premierleague would have to turn around to another club and tell them they are relegated.

  • i dont support Everton either but this is obviously unfair treatment on all levels. the premier league have just used everton to try to scare all the other clubs and flex their muscle to the independent regulator threat, and done it with an amateuristic, sketchy evaluation system that is not transparent. its all backfired on the premier league though, and fans of all clubs have lost alot of respect for them.

    • Won't be expelled from Champions League because CAS dismissed UEFA's accusations for the same things. The PL think they can go back further in time (to before FFP even existed) for some reason. They are going to need a lot of evidence to prove any of what they are accusing Man City of doing.

  • Can the premier league please give the public exact figures of profit and loss for all PL clubs and explain to football fans exactly how everything works. I would like to know why Chelsea and Man City have not been punished. If they keep this information from the public then the fans will assume that there is corruption and.bias towards certain clubs. I have a simple system which would be fair to all.clubs. Irrespective of income. CL clubs (top 4) can spend 200 million Europa League/ Conference 150 million Newly promoted clubs 130 million Everyone else 100 million

    • This is a simple one. Everton and Forest have been found guilty of breaching rules for the last 2 seasons. Chelsea's new owner said he found things in the previous regimes accounts that looks suspect, so that is a bit more complex, and Man City have passed the PL's PSR easily for the last 5 seasons. The PL are looking at things from before FFP even existed, and are basically accusing City and their sponsors of fraud. It is going to take mountains of evidence for the PL to prove their case, whereas Forest and Everton's case is simple spreadsheets and profit and loss.

  • The financial implications for all of the "smaller clubs" when the big six tried to break away would have been catastrophic , what did they get....£2 million fine. Something needs to be done,i for one am not happy with a biased none competitive league.

  • I totally agree ITS REALLY EASY,,,there was a vote by PL clubs,,,, dont lose £40 million a year for 3 years and you wont be punished. it should be simplified if you break the £120 million loss you get relegated. Any other punishment is pointless.

  • As an aside, the claim that the EPL is a very open and competitive league is a myth. Yes, there is a three horse race this year but it is the same three teams. To put it into context, the EPL since its inception has been won by only 7 clubs, and that includes Liverpool, Leicester and Blackburn who have only won it once each. In contrast, its predecessor during the same time frame between 1952-80 was won by 15 different clubs. Competetive, my arse!

  • Imagine Arsenal and Liverpool losing a game but City are deducted 4 points it would tarnish the title results so for this reason they are delaying City points deduction. But Forest and Everton are bottom of the league so discussion is well they broke the rules, lets have it right Chelsea have broken the rules for years and even self reported when the new owners got their hands on the books and still we see no deductions.

    • No, they are not "for this reason delaying a City points deduction". They have to actually prove City's guilt before they can actually punish them. It's not hard to understand. Everton and Forest are proven and open and shut. City's is much, much more complex and risky.

  • I get they city have 115 charges. But it's not a pie. You don't need to eat it in a single bite. There is no reason one charge couldn't have been addressed by now. One deduction one issue except.... the title race is good for busuness. Everton doesn't matter, so ya hit us twice and maybe a third while saying "115 charges it a lot is Going to take a long time"

    • Man City do not have 115 charges. They have 5, some of which they keep repeating over and over again to make it look worse. All of the charges imply fraud, which is a big deal. If the PL make one mistake with this, they are sued to oblivion. They bit off more than they can chew here and are now in a pickle.

  • This is a form of terrorism by the Premier League against Everton football Club. And we must remember a Football Club is not a faceless entity. It's fans, it's people working for the club who have so much stress wondering if or when they might be let go. It's the local community who the Club do a lot of vital work for. It's businesses who supply the club whether it's food contracts or otherwise that may be let go. The Premier league are threatening all those livelihoods simply to stop the Government looking into their affairs. If the Government has any sense and moral compass they must regulate the Premier League. Masters and his people have illustrated they couldn't run a Sunday League never mind the biggest in the world.

  • Here we go again. This is taking the p*** now, and I don't support Everton. How is any of this fair? While Man City are still constantly protected with their 115 charges the premier league are picking on the smaller clubs and it's becoming a bloody joke now. That's 2 points deductions for Everton already, seems to me like they are really trying their utmost to relegate Everton from the premier league, they really couldn't make it more obvious if they tried. And they are now going to give them further points deduction next season. How is that fair? The premier league is a bloody circus run by 🤡🤡🤡🤡

    • Seems like a little refresher course in law is needed for you. Charges = accusations. Not proven, not guilty, and guilt must be proven by the accuser. Punishment = you were found guilty and are paying a penance for your guilt. Are you keeping up so far? Good. Man City = accused, not had their day in court, so MUST be treated as innocent until PROVEN guilty. Everton ADMITTED their guilt. You CANNOT punish UNTIL guilt is proven.

  • The promotion and relegation system is garbage and has no benefit. Rather, it is a loss. And even if there is a promotion and relegation system, the same team always wins. And if you go to the second division, you actually don't invest more. The value of the club is lowered due to the risk of relegation.

  • The City charges, over several seasons, with the potential somewhere down the line of them being stripped of league position and titles, would cause yet another headache for the league. Each season would see teams lower than them jump up one position, each of those positions is about £2 million in prize money difference and teams would be within their rights to sue for the money. Who they'd sue would be another question but if it was the Premier League having to find say £72 million a season for 10 seasons and then add on lawsuits from teams who were relegated by being 3rd bottom, this could kill the league's finances. So either the commission finds for the PL and loses £1 billion roughly or finds for City and then even more counter cases begin from teams that have sat of their hands to satisfy FFP.
