Couldn't you just print the top half of the boot, then cut of the bottom half of the failed print then glue them together?

Why are you using grid infil? The only reason to use it is the speed of slicing. You could use gyroid or cubic, because of the lower amount of collisions in the infil

Try gyroid infill- could help with atleast some of the layer shifts. Good luck!
