Congress is talking about Social Justice, Caste Census, etc. Socialist mindset built over 70 years cannot be removed over a short time, also it is not wrong to support those without sufficient income with ration/ life essentials. 1 lakh is not essential, in fact that is bribing the greed in the voter.
