When Dr. Levis Lewis was studying the various urchins and their algae consumption at Kahekili he discovered that there was a species of fish ( I think a trigger or file fish) that would take out any pencil urchin that wasn't protected within the coral. He noticed in areas where the urchin would stand outside of coral or reef protection were areas devoid of that particular fish.
