Jan 1, 2024 On New Year's Day in Akorda, Dimash performed the National Anthem with the participation of the State Guard Service of the Republic of Kazakhstan and a symphony orchestra.

This was performed at midnight on New Year's Day. This was arranged by his good friend and brother Yerlan Bekchurin. We Dears have adopted Kazakhstan as a second home.
It wasn't performed at midnight, it was done earlier ( you can see an excerpt from the filming process) and shown later. All those people, including the President would not have been there at that time.
