The appropriate response, according to the UCMJ and military policing protocol (again, this INCLUDES wartime), to the use of a "human shield" is NOT to shoot the hostage. I really don't know how much clearer I can make things. The notion that a press secretary can just say, as a throwaway line, that 'the bad guys are embedding themselves within the civilian population' is completely absurd and indefensible.
