I also discovered (by accident) that you can make floating water blocks in bedrock by water logging a bottom-half slab and then breaking it. It stays in the world even if you leave and load it in a again! Disclaimer: idk if this works in the current version of Minecraft, I did it in 1.17.

yeah in wii u you can place an ice block (cant remember if its compacted or blue ice, it was back in 2015) and place torches all around, then wait for it to melt and the water will stay there, even when you re enter the world!

Here's one for map creators. There is a block called structure:void and it won't allow water flows through it so putting it on the front part and filling in the middle would create a never leaving aether portal

I've also used (for Java) light blocks. Not only do you not need to use torches in the radius around it, so it feels maybe a bit more natural as a build, the water won't go through it under almost every circumstance unless you do something that causes the block to vanish or I guess update to be water instead of pure light. I don't know if it does anything for map making but I've done it on my SMP many times and it looks a lot cleaner. Sure, it means it's not a pure SMP, but I'm the only one who uses cheats like creative to build stuff anyways, especially because the others can't access it without me putting them IN the gamemode. It's funner sometimes if you are literally just playing on a server to hang out and the serv owner says it's a-okay for a build, pretty nifty. I hate the look of torches and lanterns everywhere so light blocks are a godsend, especially for the elevators we have too. Water messes lose yet again🙏

You could also build it with the bottom level with the ground and dig a hole at the bottom so the water won't flow outwards. It will be noticeable and hard to walk through, but it's better than nothing

Idk if this helps but you can get what's called a "Structure Void" or something like that from commands. You'll be able to figure out the gist of it just from messing around but it's basically a quicker and easier way to keep things like water and lava from flowing out of a certain area or space. There is a mostly hidden block in bedrock called the structure void, and with that you could make the Aether Portal. A structure void is like a barrier block but you can walk through it. It still has the hitbox of a block so it basically is a barrier block that you can walk through.

This is possible in Java (and won’t disappear) if you try to retract a sticky piston but the slime block it’s loaded on has too much on it (12 connected blocks) so whatever was connected to the piston head will have a glitched air which won’t let water pass through or let signs float (but a block update will fix that)

EDIT: /setblock 1 2 3 moving_piston there is actually a way to do it in java! you setblock or //set a piston head before it reached its target (it prevents water flow and ai pathfinding but you can walk through it). i forgot what its called but ill edit this commenr once i find out

An easier way (only if cheats is on) Step 1. Type /give @p void (some other word I forgot( Step 2. Place the water at the top 2 glowstone (it will spill but not for long) Step 3. Place the void thing around the water leaving it only able to run in the portal frane

I’m early! Also, I knew this, but I know of another method in bedrock edition to make floating water. It doesn’t appear for other players. It only appears for you. I’m not sure if it works in current versions but last I knew, it worked upto 1.16. Since other players can’t see it, it can make it seem like your flying/floating in survival. Not sure if it disappears after relogging though. (You do it by water logging a flower pot. Then breaking the block below it. This should automatically break the flower pot but the water should remain[in a floating position if done correctly ]).
