In the novel, Shimo was not present when ghidorah came to earth. Shimo accidentally froze ghidorah while godzilla ( a different Godzilla ) fought ghidorah

Thats only you're headcanon. The Guidebook stated even the Ice Age affect froze him "quickly". Yet it's probably retconned since the GxK novel said Ghidorah fought Shimo in an "singular" event, seperated from the ice age. Given the fact that the novel confirmed also she can reach absolute zero means one beam = instant freeze.
