This is honestly one of the best scenes in the film. Just look at how calm and care-free Arthur's face is. All his burdens, all his fears and frustrations of the world are lifted. He's a new man quite literally.

"The whole city is on fire because of what you did" The cop is plain wrong. The reasons for the riots had nothing to do with Arthur, but stemmed from years, maybe generations of pent up frustration and anger among the lower class. Everyone in the city had had enough. Arthur just threw the first stone. He set them free.
That’s the problem, nobody understood, but he finally found his audience, the message of this movie isn’t to be like Arthur but to not be like anyone else in the movie.

Another thing to note is that The Joker released before IrishMan by like a month. Joker was first viewed according to wikipedia August 31st, 2019. IrishMan was first able to be viewed around September 27th, 2019. It takes a few years to make a movie depending of course on the movie and The Irishman apparently had some sort of Development hell.
