Yes---a sandblaster would be better but that would require a good sized air compressor and the electricity to operate it plus ongoing consumable grit----all expensive. Better to spend the money on more basic things to start with like better hand tools and safety equipment.
You need to put on that cover on the tiller again for safety 🤩
