First you get yourself a bar, a pipe, a tube or thick 1 or 2 inch dowel stick of some description, ideally olympic dumbell handle which you can load either side with weight. What you use as weight is entirely up to you, lots of something constitutes “weight” the go to materials are steel/iron because it's dense, but concrete is also good, to overcome the rigidity of concrete, you can make it using lengths of steel for reinforcement.
Consider use of buckets/water containers if there is no steel available. Try and get a fillable material. Sand works well, so does soil or wood chip or gravel.
The dumbbell is typically just the bar and 2 discs or bucket things either end, it's a very simple design. You can even use chopped wood log as “plates”
It does not have to be steel, despite steel the most common form of dumbbell, you could even use car tyres and fill with lead, (lead is heavier than iron) and the end result would be the same
