I was watching his stream once and he was doing that 1 frame link waiting for match. He was doing it all the time. It was like 90% successful for 5 minutes and at one point hit about 8 to 10 in a row. i was like wtf the whole time lol

People say Steve is bad but I’m telling you.. Steve ain’t no joke. Make you slow your whole pace down if you actually know the match up. Clean play by both though.
It really is Lionheart stance that makes him so low. If Lionheart gets a buff, Steve immediately just up to A-Tier at least.
I personally don't think Steve is bad, it's just that he doesn't work as well in the Tk8 "aggressive" system. He has to work very hard to open someone up while being easy to turtle against. You have to be a very strong player fundamentally to take him far in this game. Buff Lionheart and he instantly becomes better though.
Keep in mind Steve is really good against kazuya in the first place tho.

He was 4/4 for heat mode Steve grab breaks, either he had good reads or there is some way

It's funny 'cause the whole point of making the game more aggressive is to avoid moments like. Since release, most matches were strictly offense oriented, but I've noticed in a few recent matches that players have switched back to the traditional movement, defense focused style.

Alot of High level Steve's using WS22, I don't get it, on block you are in a terrible position
Just asking for advice is ws1 the preferred option because I can see ws22 being countered in high level play? I’m only shinryu with Steve so I need all the help I can get 😅

Because you got a lot of + frames (around 11 or 14 i forgot) when it hit. Basically every move you'll do on lionheart stance afterwards can't be interrupted with powercrush.
Steve is worse character to play against. Literally forces you not to play your style. And forces you to play against him.
