Sudan and Egypt have hit out at Ethiopia, which has started filling a reservoir behind a controversial new dam on the Blue Nile.
Satellite images show water backing up on the Grand Renaissance Dam and now Sudan has reported reduced water flow in its section of the Nile River.
Both Sudan and Egypt are downstream and are worried the dam will reduce their access to water.
A deal between Ethiopia, Egypt and Sudan over the reservoir is proving elusive. Instead there’s a fraught stand-off with national pride, regional power and economic development at stake.
In the latest of his weekly reports, this is Ros Atkins on why Egypt and Ethiopia can’t agree on the Nile dam.

  • I feel this is one-sided analysis, Ethiopia has a right to the Nile waters as much as Sudan and Egypt. Claiming that the dam is theirs and the river is not, is not only misleading but also shows a partisan argument on the presenter's side. Egypt and Sudan Must accept that Ethiopia too has a right to its waters and not bulldoze the country. They should agree yes, but the agreement MUST be a win-win for Ethiopia and Egypt. why is it that when people die in Ethiopia because of poverty, no one says anything, now when they figure out a way to elevate their standard of living the entire world is against them. We must find an amicable way to co-exist, not that when I am sick then it's okay but when my being healthy threatens yours then its better I die, NO.

    • My guy! Thank you. Just to add, almost every Ethiopian family contributed their salary or a portion of it to this cause because they believe it is their path to prosperity. Egypt blocked the World Bank and every financial institution from ever giving a loan for this project. Yet here we are. To your point about demolishing the country, yes; they have been threatening war up until 2 days ago. Literally no one, and their mama, cares what Egypt says anymore. Everyone is ready to die for GERD because it is a matter of *dignity*. Regardless of the world's unbelievable disregard, don't fret about Ethiopia being demolished. Egypt can try areal bombardment given that all our neighbors are allies, but Ethiopia would likely divert all the Nile tributaries that Egypt would be dusty dry within 2 years, hence - a mutually assured destruction.

  • The compromise by Ethiopia is already there. She is offering to fill the dam 4-7 years, while it can be done in 2 years. Egypt just wants more. I wish you were well informed or fair before making the report.

    • As an Egyptian I hope this whole issue resolves soon without droughting our lands and for Ethiopia to achieve it's long awaited prosperity. in fact I wish we had contributed in GERD when we had the chance and made sure that we are all on the same page back then. thanks for your voice of reason and I hope other Ethiopian brothers adopt the same tone; arrogancy will not help anyside in such situation.

It's a hydroelectric power. It beats the turbines and then flows as usual. Plus the water size can be improved by environmental conservation. No one from Egypt is even helping us on this. All Ethiopians paid for It's construction. No one in Ethiopia wants to hurt Egyptian people. Because we know what Nile really means for Egypt. But your politicians are really very provocative.

    • @@melesegirmaye9682 Politicians can be deceptive yes, but for all fairness why would someone deliberately go through 10 years of negotiating just to obstruct Ethiopia's development?! That beside knowing that Israel is one who provided the dam with it's defensive system and I'm sure that you can understand that maybe just maybe we all are being played with. Otherwise I think Ethopia can just make sure that during drought years it will not hold back the rain when it finally comes and extend other countries drought for electricity that can be generated by other means. I really hope they come up with a fair deal to all of us. Best wishes..

    • @@rediettadesse2828 I totally agree with you and even our politicians by the way agreed with that and that's why they signed the concept paper back on 2015 when all the old unjust previous international laws were not considering Ethiopia position. about the drought, my brother please try to understand that if you are aiming to correct a standing situation you should not over do it just to harm other!! Egypt's history is full of drought years that in some ages it leaded people to cannibalism and you can read about "Al-Mustansir Famine" and many others if you want. Bottom line if you are thinking that because of old ill doings and bad practices which we ourselves took your side on, that you should force what you have gone through upon other, then you should re-think your position. I honestly think it is solvable if we all are being reasonable.

  • They Egyptians can keep talking about their "historic rights" from an agreement made between Egypt, Sudan and GB. Please keep in mind that Ethiopia was not even consulted during those agreements even though 86% of the water comes from the Ethiopian highlands. That being said, the country still invited both countries(Egypt and Sudan) to discuss the issue and make an agreement. Before that the two countries, primarily Egypt, ignored Ethiopias suggestion to share the waters of Nile equitably, and Egypt denied that and wanted to go to war. After all Ethiopia started building the Grand Ethiopian Renaissence Dam (GERD) and now it is almost completed. As you can see Ethiopia always wanted to bring Egypt to an agreement and Egypt denied that many times. The Egyptians thought no country in the upstream will manage to build a dam, which was completely wrong. AND THEIR COUNTRY IS ABOUT TO BECOME HISTORY STILL TALKING ABOUT "HISTORIC RIGHTS"

    • Keep in mind that Gedu A., with only 5BCM in the new reservoir has tweeted "The Nile is ours" thus all the video was showing is a shifting power dynamic. The argument however can be made that amateur video should not have been shown. Report is incorrect in the notion (2:49 I believe) that Egypt claims the 1959 treaty is still in effect. Based on the 2015 Declaration of Principles (which makes no reference to historical treaties) all 3 countries signed article IV states 'The three countries shall utilize their shared water resources in their respective territories in an equitable and reasonable manner'

    • BBC stop this bias analysis. This is a very sensitive issue that could potentially lead this two countries in to war. Why is the world against Ethiopia? Hundreds of Ethiopian literally die from hunger every day, and they see GERD dam a hope not too, Yet BBC & other Media misleading the world against Ethiopia. Who is asking much here? Who is fair & who is unfair here? Let the whole world know that Ethiopia believes in equitable (not equal ) use of the water , b/c they understand Egypt need more Nile water . Ethiopia says let us all share the water ( produce 86% of the Nile), Egypt says don’t touch the water( produce 0% of the Nile). Ethiopia has moral superiority in this issue. GERD dam is a matter of life & death for Ethiopians now. 110 million people will die to protect it if it is necessary. The rest of the world deserves to know the truth so that they know with whom they stand for in this case. We will fill the dam in three years, we will produce electricity & we will irrigate millions of hectares. No one will stop this .

    • There are huge environmental impact in both of the mentioned sources, and it takes time and money to built the infrastructure. You have multiple other rivers that you could have utilized. Why did you go for the Nile when you knew that Egyptians are not giving up their share easily?

  • The ideal solution would be to calculate a perfect fair share of water between all nations based on their population. The problem is this leads to the conclusion that Egypt has been using massively more than their fair share for decades. For example, Egyptian irrigation is so incredibly water inneficient. If Egypt investmented in modernising their irrigation they could save a lot of water, but they won't. Isntead they want to keep what water supply they currently have, and even have room for expansion.

    • This is part of the problem. Egypt does not get it! It is diverting the Nile out of its basin and discharges into the desert to irrigate desert farms for the Saudis and others. There is so much water wastage in Egypt. Ethiopia and the other upper riparian countries need to develop the water resource for survival. Equitable and fair use is the way forward!

    • That is not accurate the truth is , Egypt needs 110 billion M2 water per year, the Nile supply Egypt by only 55 per year, Egypt currently have established many projects such as recycling waste water ( the biggest recycling waste water station in the world) and renovate water canals in addition to following a modernized irrigation methods (those projects cost Egypt billion of dollars) Now the Great dam by Athiopia is a real and Egypt believe that is noway to stop it the only concern now that Athiopia should share the proper information about the operation of the dam. For example, last year Egypt due to the false information Athiopia said she is going to restore 8 billion M2 water to operate the turbines to generate electricity so Egypt reduced the plantation of rice by 50% and prevent export the rice to be able to survive against the shortage of the water based on the Athiopia announcement but unfortunately Athiopia only restored 3 billion M2 water and Egypt lost billions of dollars ( which is called in economy the opportunity cost) Also, due to the misconduct by Athiopia, they caused floods in Sudan as they are not cooperative with Sudan , Sudan decided to restore more water in their dams based on Athiopian’s announcement but unfortunately the unexpected overflow lead to floods Now the main concern that building a dam is not only about restoring water but also the operation of the dam is affecting on the other countries that will help to avoid the side effects of the drought time, also. Athiopia should be more cooperative regarding the operation of the dam and to share the accurate information to help Sudan and Egypt to effectively operate their resources. We are all humans and brothers and we should not use that for internal political benefits and looking forward for cooperation and peace

    • The thing is that dam could potentially destroy the flow of water to the Nile. It might destroy the entire eco-system and livelihood of millions. What complicated the situation is that Ethiopia refuses to guarantee the consistent flow of water. Even if they do, it is never good when your entire existence depends on someone else. Ethiopia must accept responsibility and share the management of the dam with other countries , if it is to build a dam , because it might affect others.

    • Water does not flow up hill. Gerd is near the Sudan border and it is the Sudan that can really use canals to take water from the higher dam waterline to irrigate huge areas of land! Ethiopia is doing the right thing, filling dam in the wet season. Want to hear Egypt really complain? Fill the dam during the dry season and dry up the Nile!     • Its not about the dam, it's about the water that arrives in Egypt. You know what the consequences are for Egyptians and their economy? Its about survival. An upstream nation always has a responsibility towards downstream countries. Thats not too hard to understand is it? Ethiopians wont be hurt by filling the dam up slowly, since they cant even fully use the electricity they produce anyways. There should be a treaty in place how long the filling will take and how much water is releases during drought. Thats what responsibility means. Not acting like a stubborn child. But countries who still live in the 18th century dont get that. If worst comes to worst Egypt should use sanctions and any resort it has to protect its peoples right to freshwater!

    • right, the amount of water flowing will not be affected once the dam is filled and they also agreed about the filling of the dam. The problem is now that Egypt wants to make sure that it controls all the waters of NIle forever and want to make an agreement with Ethiopia and Sudan. Ethiopia don't want to make any agreement without the participation of other Nile-Basin countries, nor make water sharing part of the current agreement. That being said the Egyptians are about to lose their power over the region as Ethiopia is getting more powerful and this Dam is the most important project in the nations history.

  • Am i missing something? Egypt and sudan still have the white nile to themselves. Along with whatever Ethiopia release of the blue nile. Both sudan and egypt will still have water regardless. Ethiopia has more of a right to the blue nile than any other country due to where its located. So egyptians moaning like they gonna die of thirst or not having enough water for crops. Or not enough to wash their clothes is absurb.

The white nile is the source of the river, therefore you will always have constent water regardless of how much blue nile on top you get. Sounds to me egypt and sudan are just being greedy. To be honest it looks like they have for far too long now. That treaty made by the british was in 1959. Its 2020 now and egypt still seem to think the blue nile belongs to them. Euthopia have been unfairly treated all this time when it comes to the river. That 1959 treaty should be scrapped. As it doesn't belong in the world of today.

Egypt contribute 0% to Nile but on the other side ethiopia contribute 86-90% ( 90% in winter time ) so we can use our resource without asking any countries permission. Over 60 million people are out of electricity in Ethiopia so we want to grow that’s all. As non colonize countries we will not accept any further colonialism agreement if Egypt want cooperation then come one step by leave that agreement.   • When the basin has filled up, they need to release the same amount of water, as before the dam was build, not to overflow the country. There's no problem. Although evaporation will increase a bit. And Ethiopia has 100% right to the water in their own country. Period!

  • Egypt can have the Nile in her territory for the next billion years. No one has a problem with it. But the problem is that Egypt is demanding and interfering with the Nile River in other countries. Nile River in Egypt belongs only to Egypt. Nile River in Ethiopia belongs only to Ethiopia. It is the same with other Nile basin nations, too. No one is telling Egypt what to do with the Nile in her territory and for the same reason Egypt has no what so ever right or reason to tell others what to do with the Nile river in their own territories. What Egypt is doing is being hostile against those nations as she does towards Ethiopia for decades including today and that will cost her hugely for very long, long times to come. Ethiopians will never ever forget or forgive what Egypt has been doing against them for decades including today using jihadists and wild animal criminals. Nature that created river water didn't say or decide it has to be for free while trans boundary pipe line dirty and poison gas and oil have to be sell-able with high price. Water is the most use-able and sell-able items at shops, markets, hotels and so on measuring it with glass, cups, liters, bottles and so on. That means about 60 billion cubic meters Nile water in Egypt which is 60 trillion litters can bring at least 30 trillion dollar every year if it is sold with 50 cent per liter which is very cheap in the desert where water is the most expensive and decisive. If Egypt wants to take the case at UN, first UN has to treat the Nile river basin situation the same way with other 260 river basins worldwide. If UN wants to solve the problem fairly and the right ways based on international rules and regulations, it has to give all the Nile basin countries the same rights and their share of the Nile river based on who contributes how much water in to the river. Egypt not having River(s) is no ones problem but hers as many nations don't have many resources including oil and gas and they are buying them with high price.

  • I don’t get the comments. Many people in the comments say that Egypt takes water from Ethiopia and that it’s their (Ethiopia’s) nile. That’s not the case. The Nile finishes its path in Egypt. It’s a part of all those countries. There should be negotiations that guarantee that this isn’t modified. Ethiopia should care for its own welfare, of course! But they should at least guarantee that the Nile isn’t blocked. Those who say this report is biased towards Egypt, that is also not the case. The report simply stated facts without favoring any sides.
