It's because when an anvil falls, it turns into an entity. It falls partially halfway through the end rod and breaks because it's not a full block. Kind of the same as a pressure plate.

The thing is that falling blocks such as anvils/sand/gravel/concrete powder/dragon egg and any block you turn into a falling block with commands, all of these are attempting to place themselves on the block underneath them every time they land on the ground. Though if the surface of the block doesn't cover the highest part of the block then it isn't considered as surface that can be used by the falling block to land. So if the falling block lands on that block it breaks.

I think the reason for this is because the one that is straight up counts as a full block in height but the sideways one doesn’t count as a full block.

Sorry for being "Well actually" on this, but because Anvils, Sand, & other blocks with gravity stay on the end rod pointed up is because it counts as a "full/regular block", although the hitbox is wonky, it will just stay still. Examples that wouldn't be slabs, torches, campfires, heads(if you have one), dripstone(?), fence(maybe idk), & a sideways end rod.
