That's what I thought too, at first. But if you listen closely you'll hear that he references Ross Perot still being on the ballot. I think at this stage Carvey thought Clinton was going to win (and the polls concurred) so that's why he spoke about it that way. The 1992 MTV Video Music Awards aired live on September 9, 1992, just under two months before the election.
