The convention on cluster munitions (CCM) is an international treaty that prohibits all use, transfer, production and stockpiling of cluster munitions. The USA transferred to Ukraine cluster munitions from their stockpiles which Ukraine is now using.

The only solution is a ceasefire and a negotiated peace settlement. However, is the master puppeteer willing to allow its puppets that option??

If you mean the view from the kamikaze drone as it nears it's target it's because many of the targets are equipped with electronic "jamming" devices that interfere with the drone's communications. The skill is in getting the trajectory right before going blind.
