Fleetway Sonic is based on Classic Sonic, Classic Sonic in Super form defeated perfect chaos, Modern Sonic defeated Perfect Chaos in Base, Sonic.Exe likely took the form of Modern Sonic and we can assume has the same abilities, I could end it right here, but i want to hammer he nail in. Fleetway being able to destroy the solar system is really powerful, but compared to Modern Sonic who ca defeated multiversal to hyperversal beings, one is way stronger than the other, Exe is modelled after Modern, and Exe has his own set of side abilities and also the godforsaken ability to, "be completely immune to all forms of damage" So it would be like that one scene from dragon ball when Goku punched Jiren and he didnt flinch or react.

BF can reset time, and from Shaggy's perspective, BF beat him first try when really.. *GOD EATER 9 KEY INTENSIFIES* The only one that can pretty much neutralize BF's time resetting ability is Bob, during Run. Bob is pretty much a master in general because he shuts down the game when you lose on Run. Bob also kills a TON of people such as Ron, Pico, Tankman, GF, Hex, Ruv, and even BF when you lose to Bob in Onslaught. In my perspective, I think Majin Sonic should be WAY higher up, because if you lose to him in Endless and wait 10 seconds, BF will become Majin, and the game shuts down, giving the fact it was Majin Sonic himself that shut it down. Bob is still the strongest because Endless is a much easier song than Run. Even if you use a bot on Run, Bob will go "Oh shoot, this dude brings bot mode! Well, I'll just win the other way!" and the game shuts down STILL because there's too many notes at the end! And you can't edit the song either because Bob says "No no no, you don't!" This is proof Bob has pretty much COMPLETE control over the entire game, this theory also being backed up by what Bob does to screw you over in Onslaught! *BF CAN'T WIN*

No it didn’t. It’s just a design change. His power level never upgrades and this is just bs. He’s a normal human with a power to force people to rap against him and basically make a deal. Win or death then restart. Sonic exe is basically omnipotent

So there's one thing you forgot about bf's power levels. The fact that bf is able to keep fighting back against evil bf would take his power to a WHOLE other level. Like literally, Even evil bf himself has a little trust and fun playing with bf trying to underestimate him. one more thing. THE FRIKIN' BF BOT MODE AIN'T HERE! no hate tho lol. his other forms could be helpful to even power him up. BF can reset time, and from Shaggy's perspective, BF beat him first try when really.. *GOD EATER 9 KEY INTENSIFIES* The only one that can pretty much neutralize BF's time resetting ability is Bob, during Run. Bob is pretty much a master in general because he shuts down the game when you lose on Run. Bob also kills a TON of people such as Ron, Pico, Tankman, GF, Hex, Ruv, and even BF when you lose to Bob in Onslaught. In my perspective, I think Majin Sonic should be WAY higher up, because if you lose to him in Endless and wait 10 seconds, BF will become Majin, and the game shuts down, giving the fact it was Majin Sonic himself that shut it down. Bob is still the strongest because Endless is a much easier song than Run. Even if you use a bot on Run, Bob will go "Oh shoot, this dude brings bot mode! Well, I'll just win the other way!" and the game shuts down STILL because there's too many notes at the end! And you can't edit the song either because Bob says "No no no, you don't!" This is proof Bob has pretty much COMPLETE control over the entire game, this theory also being backed up by what Bob does to screw you over in Onslaught! *BF CAN'T WIN*
