Bodycam and cellphone video shows how a Virginia officer pepper-sprayed a Black and Latino Army lieutenant during a traffic stop in December. Christina Ruffini reports on the details of the stop and the lawsuit against the officers.

    • @@donquixote812 Actually it was a mile and a half, the guy refused every command from putting his hands out of the vehicle, to not exiting the car when told to, and he had a firearm on his leg. It was a legal stop for an improperly placed license plate in the window of a tinted car. This stop could have been done and over in two minutes, but the guy just refused to cooperate an iota. He should lose his job as well.

    • Just a comment. The entire thing is horrible.. should have never happened. but.. to this comment the seat belt (shoulder belt) covers the rank on the individual's uniform sometimes. It happens.. so it is possible from the coverage that the rank was hidden until he was " pulled" from the vehicle. Again.. horrible and as a military member makes my blood boil

Practical Example: "If you don't put your hands behind your back right now and stop resisting, you're going to get pepper sprayed in the face and it will burn." Now, if you continue to resist and act a fool, after being warned- you simply deserve to lie in your own bed of roses. In this case, the individual was given the option to comply with the verbal command to exit the vehicle several times. What's important here is that, for officer safety as well as law enforcement reasons, this is not the proper time nor the place to go on about "your rights" and "keeping the black man down". Rather, if you THINK your so-called "rights" are being violated (which unless you're an attorney, rest assured the law doesn't give you the rights you THINK you have- this is an area where by all means you should do your research and know the actual law as opposed to myth of what the majority of people erroneously THINK the law is), your sole recourse of action is to file a lawsuit. Even if your rights are being violated, it doesn't give you the legal right to resist arrest, to engage in obstruction, etc. because these things are, in and of themselves, crimes without legal exception. The exception is those FEW states (only two states have a law to this effect to my knowledge, Oklahoma being one of them). that explicitly allow a person to use reasonable force, but never deadly force, to terminate "excessive" force- BUT even these states require a person to cease resisting once the excessive force is in fact terminated. The big problem with this is that the force used must actually be excessive, not merely interpreted as such by you- meaning the federal district court had better damn well agree with your position and version of the facts.

At one point he tried to open the car door and the man closed back with his elbow. Pepper spray was appropriate and could've been completely avoidable if the man wasn't such a jackwagon from the start. He drove a mile and half with police lights behind him before he pulled over, refused to get out of his car (after being told about 15 times), refused every directive given to him (odd for a soldier who should understand how to obey a command), wouldn't allow the officer to open the door, wouldn't unbuckle his seatbelt after being told to numerous times, and to put a pretty little bow on everything he files a lawsuit despite the fact they let him off with no charges. It's also worth noting that he had a gun by his right leg the entire time, so yea...so sorry you're feelings got hurt by the tone of their voice.

    • @@nunyabizness9400 he didn’t say anything to the other officer. What was the reason for all of this. He did not stop the assault of a unarmed person during a traffic stop. He never called for a superior officer nor did he point out the he could see the temp tags. His “ignorance” isn’t an excuse. This shouldn’t have happened.
