China does not need to attack Taiwan, all it has to do is impose an embargo and force Taiwan to negotiations. Chinese ships cannot legally be attacked as the UN recognizes Taiwan as part of China, therefore international pressure on China would be insignificant in comparison to Russia after its invasion of Ukraine.
